$2,000 Fine for Speaking English?

There's a certain amount of anglo-bashing that one can expect when perusing fringe website sites such as vigile.net where every crackpot, racist, separatist, terrorist and language extremist can have his or her say.
It's part of the package that freedom of expression provides and something we've all learned to accept.

That being said, the mainstream press is supposed to be responsible. Editors monitor content to make sure that racism, sexism, hate material and all the other bad 'isms' stay where they belong.
Like porn, hate literature remains available if one wants it, but common convention and good sense keeps it out of the mainstream press.

So the fact that English and anglos get bashed rather cruelly in some web sites is of no never mind, but when it crosses over to regular television or the mainstream press, it's time to denounce these racist attacks in no uncertain terms.

I nearly fell out of my chair, watching an episode of conservative Mario Dumont's television show, where he interviewed fellow journalist Martin Pelletier, who decried the fact that there are too many anglos in Laval, a Montreal suburb and second largest city in Quebec.

Mr Pelletier presented some statistics showing that the anglo population is growing at an 'alarming' rate and that soon it will 'threaten' the francophone majority.

Between 1996 and 2006, the city saw a 35% increase in anglophones, which he blamed largely on the anglicized Greek and Italian communities who have created 'ethnic' neighbourhoods, in the hitherto linguistically pure Laval.


As the interview progressed, his rage grew to a boil, as he recounted the story that in Carrefour Laval, a mega shopping center, English was being spoken quite openly and that merchants had the audacity to greet customers in English. Horrors!!!!

Disparaging the mall by calling it "Crossroads Laval,'  Mr. Pelletier was outraged that such a terrible catastrophe could happen. He then actually proposed that English be banned in the mall, as well as other retail establishments! 

You heard me, I'm not making this up, I couldn't, even if I tried.

Martin Pelletier called for a $2,000 fine for merchants who greet customers in English.


 Even Mario Dupont, conservative in every aspect, every aspect except language, that is, didn't think it appropriate or necessary to call him out. Shame!

I wonder if Mr. Pelletier was caught up in the moment or actually believes that in this country of Canada, of which as I last checked, Quebec remains a part of, one should be fined for speaking English!

I'm sure if you ask Mr. Pelletier if he is a racist, he will be insulted.
I'm sure he'll tell you that he has nothing against the English and is merely defending the French language and culture.
But racism is racism, no matter the motivation.

And so, the hysteria vis-a-vis English and Anglos has transcended the lunatic websites into mainstream television and media.

The above video is by no means an isolated event, it is the current vogue in anglo-bashing.

Discussing Anglos as if they are some sort of a problem, is too reminiscent of other historical racist attacks on minorities.

Think I'm exaggerating?

What if the word 'anglophone' would be interchanged with 'Black," "Jew" or "Native." Imagine a television graphic showing that the Black, Jewish or Native population had grown by 35% in a town or city.
Imagine a commentator sounding the alarm that too many Jews/Blacks/Natives is affecting the social 'balance!'

The sad part of it all, is that Quebeckers still perceive Western Canadians as rednecks.

Could you imagine a Saskatchewan television commentator, decrying the fact that too many natives are moving into Regina? Could you imagine a television producer allowing a graphic to appear on the screen denoting this rise in the numbers of this native community? ...I don't think so.

Led by noted anglo-basher Louis Prefontaine, whose moronic and self-serving anglo-bashing statistics are now quoted as a legitimate source of data in the mainstream media, the attack on Anglos continues unashamedly. LINK

The real question is where all this is going... I wonder.

The fear of an English Laval has spawned groups like the Mouvement Laval français, whose stated goal is to check and reverse the creeping English influence in city.

Groups like these always claim that they are not anti-English, just pro-French. They claim that they are defending a heritage in danger of being lost to Mongol hordes,  outside influences.

We've all heard these ethnic 'purity' arguments before, be it in Germany, Bosnia or Afghanistan.  I shall let readers draw their own analogies.

My question is this. How exactly are militants going to defend French? How is this modern Barbarian Invasion to be confronted?

Mr. Pelttier's answer to fine people for speaking English in public may be a start, but it won't do anything to keep the Greeks and the Italians out of Laval.

Perhaps a letter should go out to all property developers reminding them that it's their responsibility not to sell new homes to these  'undesirables'.

Perhaps Laval should change its welcoming road sign to read;
"Population 400,000 Quebecois,  60,000 Anglaises/Ethnies"
Presque tout les monde Bienvenu!

Perhaps the Mouvement Laval français  should advise real estate agents and those wishing to sell their homes of the Francophone 'first' policy.
Perhaps Catholic priests should be encouraged to advise their congregations against fraternization and above all, horrors of horrors, inter-marriage.
Perhaps the cable companies should be forced to remove English and ethnic channels from their grid and perhaps English newspapers and magazines should be banned.

Of course English schools would be banned, that's a no-brainer.

Perhaps those persons who show up to an emergency room describing their injury in English should be refused admission or fined $2,000.

Perhaps Mr. Pelltier or Mr. Prefontaine would suggest Laval, in order to maintain its francophone purity, open German style concentration camps for recalcitrant anglos or send those with
some hope of rehabilitation to Ho-Chi-Minh style re-education camps.

Perhaps Laval can set-up a Soviet-style Gulag for English refusniks on the grounds of the defunct  St-Vincent-de- Paul Penitentiary, where dangerous multi-cultural politicos can be safely ensconced so as not to infect the purity of the francophone majority.

Perhaps a clandestine group of francophone radicals can don white-hooded costumes and burn crosses in front of Laval synagogues and mosques, hoping to drive the impure back across the river to the heathen land of Montreal. 

Ridiculous?..damn right.

Almost every major city in North America has had to deal with the reality of immigration and the changing face of citizens.

Only in Quebec do people believe they can arrest reality and wind back the clock to a time of ethnic purity.

As for English in Carrefour Laval, too effing bad!

    Don't want to have at least 3 kids? You're not willing to do what it takes to preserve the language.

    You want it to be someone else's problem. You want someone else to make the effort. You want Anglos to shut up, for Ethnics to go to French Cegeps, for French people to sending their kids to les écoles passerelles.

    But you don't want to do the thing that would be most effective at preserving the language.

    But see, Quebeckers place so little value on their freedom that they don't see why others shouldn't have any. So it's completely normal to have recourse to the law, instead of doing what any sane society should be doing and reproduce itself.

    The intense individualism of Quebec society means that the language issue is someone else's problem.

    I would love to know the birth rate of self-proclaimed natioanlists. That would be an interesting study.

    Greeks, Italians, and Jews, among other minority groups, made Laval their home long before 1996. I remember Chomedey having thriving Jewish and Greek communities from the early eighties, and I'm sure that readers older than myself might be able to push the date further back. Duvernay, has been largely Italian for as long as I can remember as well. The choice of dates seems suspicious to me. Is the implication that the loss of the referendum in '95 led to this invasion of Anglophones? I think so. The moral being that if Quebec does not separate, Francophones will disappear.
    As long as it's only douchebags like Martin, then I won't complain. The world is visibly better off with the extinction of some species.

    Groulx's argument. A myriad of white, Catholic babies, a miniature legion of pure laine stormtroopers spreading over Quebec and beyond to purify the lands of non Catholic Anglos and other multi - coloured groups.
    It's an antiquated tribal notion that has no place in a multi ethnic continent that has emerged in the past two centuries by the contributions of possibly every single race and religion in the world. It's all the more sinister since it was espoused by the Catholic Church, arguably one of the primary agents of colonization, and the intellectual seed that led to the eradication of native nations, cultures, languages and religions world wide.
    If any group in the Americas, other than the First Nations, is seeking a homogenous, regional existence, I suggest they hitch a ride back to their native countries and seek out a desolate, quaint village where they can instantly live out their dream without infecting their offspring with their own hate. Having children should not be a weapon.

  5. Most, if not all, TV shows get some sort of Provincial and Federal tax credit. You'll see it on their credits as part of their credit roll. I would suggest you file a complaint to both levels of government as being sponsors of hate programming towards minorities. As well, contact the advertisers of these shows.

    As well, file a complaint with the CRTC, Quebec Human Rights, and Heritage Canada.

    The evidence of their actions is on their log tapes.

    If anybody is interested in filing a complaint, please go to the appropriate websites of the above mentioned agencies and file a complaint.

    This is the only way to stop this nonsense from getting to the next level of abuse.

    Once again, thanks for the work you do. I am very grateful that you bring these issues to light. No one (outside of Quebec) would believe this crap were it not for the reporting you do. Many Anglos and Allos have long sensed that the Quebecois are on a slippery slope descending further and further into the abyss of intolerance and paranoia. We know how insidious this sort of group thinking and behavior can be, and how it easily spreads like a contagious virus. Mr. Pelletier and his kind know that the majority of Quebecois have been primed and are ready to contemplate such racist measures. Mr. Pelletier knows that his radical ideas resonate with the Quebecois. He also knows that if these ideas are repeated often enough by so called credible sources, the Quebecois will embrace the ideology as vital and necessary. Canadians should be outraged. Canadian apathy is the real enemy. No one defends the rights of English speaking Quebecers. Maybe the reason for that is because Canadians instinctively know that the Quebecois really are distinct in their beliefs and values, and don’t want anything to do with such a xenophobic society.

    i understand that two wrong doesn't make a right. but a bit more context to you story would be appreciated. like ~ what is the population of french speakers in north america? why were the laws put in place? do you really feel that english is in danger in north america? in the world?

    i everyone could step in each other's shoes, perhaps everyone could speak the same language?!?

    Talk about missing the point. The editor did not make the comparison you imply. The editor said 'What if the word 'anglophone' would be interchanged with 'Black," "Jew" or "Native." I believe the editor was making the point that overt racism directed at Anglos under the guise of protecting the French language is socially acceptable in Quebec, whereas overt racism directed at Blacks, Jews, and Natives would be outrageous and socially unacceptable.

    Il y a un quartier résidentiel dans l'ouest de l'île de Montréal où tous les propriétaires anglais s'étaient entendu sur un point : ne jamais vendre sa maison à un Québécois. Ce qui a été le cas durant de nombreuses années.

    Actually the situation is not that complex. In the context of Canada and equal rights for all Canadians, the Quebec language laws and ethnocentric policies are blatantly discriminatory. This is not about the ‘anglophone minority’ in Canada, obviously there is no such thing. This is about the mistreatment of the English speaking minority in the province of Quebec, Canada. No one is saying English is in danger in N. America, because it's not. This has nothing to do with the number of Francophones in N. America. It is not the responsibility of the English speaking community to sacrifice their Canadian rights to appease and bolster the rights of the Francophone community. The racist laws in Quebec were put into place to socially engineer a Francophone nation with special privileges. From what I know, most Canadians don’t want to create a two tiered Canada, with a subculture of second class citizens living in Quebec.

    And it's not a racist thing. Haitians, Vietnamese and French West Africans are just as capable of having many children as whites. It's language based, not race-based.

    If the preservation of the French language is one's goal, one needs a population to transmit it to. If that next generation is not numerous enough, the population will go down. It's not rocket science. It's politically incorrect but it's the truth.

    Yes, the Quebec Clergy practically forced women to get pregnant.

    But I'm not forcing anyone to do anything.

    I'm saying French nationalists should do this for themselves, of their own will, instead of imposing their will on others. They should be willing to take demographic issues into their own hands, so to speak, instead of trying to remake everyone else into their own image, then they don't want it bad enough and they don't deserve to survive.

    The difference between Quebec and the RoC and other countries is not that only in Quebec there are racists and bigots. The difference is that in Quebec these bigots get so much public voice. And that in Quebec bigotry is state-sanctioned, whereas elsewhere it remains a private matter.

    Which part of town? Can you proove this? Because I can guess your talking about Westmount, that bad, rich, English part of town were the French are not allowed!

    I laugh at this because I live in Westmount, my place is for sale, and my agent is a Francophone! I'm pretty sure she'll take a sale from a martian if it means a comission! (that's not an insult to her or Francophones, more about real estate angents. Why do they make so much for so little work?)

    And if your talking about what was going on 60 years ago don't even bother with historical nonsense. We live in the present, get over the past you didn't live in. Anglophones in Quebec are subject to racism (and yes racism does apply to language Suzanne!) today, and Anglophones being mean to Francophones 60 years ago does not justify anything.

    C'est vrai ce que tu dis, BleuBlancRouge. Mais j'ai la très nette impression que le passé revient depuis quelques années. En effet, bien souvent on peut remarquer en fréquentant les commerces de Montréal que si le commis est un Anglais de souche britannique, ce dernier se montre respectueux et désireux de se faire aimé du Québécois. Par contre, si le commis est un immigrant anglicisé, il se montre méprisant, comme l'Anglais de souche britannique d'avant les années 1970.

  20. What we have here in Quebec is The Perfect Storm brewing. French Quebecois racists allowed to spew unabashed hatred and calls of intolerance to the public on mainstream TV and newspapers. That is one front. On another other front we have the provincial government beating the drums of hatred and racism to the entire public from the top down--just look at the actions of Charest and the PLQ over the past several months. Off to the sides you have several Quebecois-run hate groups against the English and ethnic population (e.g. Réseau de Résistance québécoise, Jeunes Patriotes du Québec, Société Saint-Jean-Baptiste de Montréal, Mouvement Montréal français, etc, etc, etc).

    Add to all this a region in social, political and economical turmoil. With the highest high school drop out rate in North American, and uneducated all around. Blame one group for all the problems, feed them with hate, give them weapons to solve said "problem".

    All the ingredients for the perfect storm, all headed towards each other. And before anyone says "This is Canada, violence could never happen here!". Remember that is what they said in Poland and Vienna. That is what they said in Bosnia, and many other very civilized places in the world. History unfortunately repeats itself, this time in Quebec.

    To the Anon contributor @ 7:54 AM: My family bought and moved into a brand-new semi-detached cottage back in 1961! Back then we lived in the Parish of St-Martin, one block from the Parish of L'Abord-à-Plouffe. It wasn't until August 1, 1966 that the 14 parishes or municipalities making up Ile Jésus were amalgamated into the new City of Laval. We were a brand-new huge subdivision and the Chomedey pioneers.

    Our first synagogue was someone's basement a block away before the Young Israel of Chomedey was built circa 1962. Our municipal bus service was privately owned by a M. Gallant and the family still has a fleet of school and chartering tour buses, but the navy blue municipal fleet was sold to Yves Lévis turquoise buses before Laval Transit took over circa 1972.

    Circa 1967 the Greek community moved to Chomedey in a big way, so these communities are long established. Over time, the mix has been enriched with East and West Indians then Philippinos and an assortment of Latin Americans and finally North Africans and Middle Easterners.

    The Chomedey constituency has for decades been approximately half non-Québécois pur laine so this is nothing new at all. I attended Chomedey High and Western Laval (the latter is long gone no thanks to you-know-what!)

    In the case of Suzanne, you're referring to what brought the French speaking "numbership" to Quebec in the first place a.k.a. «La revanche des berceaux». It's an expression denoting the extraordinarily high birth rates of French Quebecers before the Quiet Revolution of the 1960s, and putting it in a political context. It can be translated as "the revenge of the cradles" and refers to the idea that French Quebecers were getting their "revenge" for the Conquest of New France by Great Britain in 1759 by having large families (implying they would replace the English-speaking Quebecers who moved into Quebec after that). Since the Quiet Revolution, the situation has been reversed as Quebec has become one of the places in the world with the lowest birth rates, and therein lies the conflict.

    The simple fact of the matter is the zealots the Editor speaks of create fear out of the declining birth rate, and if they don't act with this zeal, the French language they know and love will be swallowed by a predominantly English North America.

    HOGWASH! This whole fear is ridiculous. Even with declining numbers, and it's not all that bad, it's not as if French will disappear because the population in general doesn't WANT it to disappear. An attempt was made at assimilation (to English), and it failed miserably at a time when society was more ordered and the average worker tended to obey their betters (politicians and other professionals).

    Society today is more individualized, better educated as a whole, and less ordered. Communication with the outside world is now instantaneous at any time in and from any place. If assimilation didn't work 200 years ago, it has far less chance of succeeding now!

    French speakers never wanted to give up their language and way of life (a.k.a. culture), so language laws or no language laws, it's very, very unlikely to disappear. Unfortunately, fear and paranoia are the two most powerful weapons racists wield when promoting their agenda.

    Impose fines for speaking English? GOOD LUCK!

    It's already being done. Has been for years. People have gotten fined in Quebec for everything from English business cards to English coasters in a pub, and answering a business phone with a 'hello' instead of 'bonjour'.
    Pelletiers vision is designed to appeal to the social welfare state fans among us, who wouldn't mind the extra grand after their government cheque has been spent, especially if they yank it out of the pocket of an ethnic or anglo.

    The funny thing about Pelletier's tirade is his plan to have the fines split between the government and the complainer. So what stopping 2 persons to make 10 fake complaints? One complainer and one witness. They can then collect 10 000$, or 5 000$ each. Imagine the level of abuse that will happen.

    This is exactly what anyone who takes exception to this type of behaviour should do.

    Personally, the more and more these attitudes and "Nationalistic" views are exposed teh more and more disturbing this place called home becomes.

    This province is corrupt to the core and ironically the demographic that want the Anglos and Allos out is also the one that needs the Anglo and Allos the most to pay for their welfare checks...

    By the way early this morning another East End Montreal business was fire bombed... I'm starting to feel more and more hated and less and less safe with every passing day in this province...

    I think you need to visit the Office de la langue francaise website and inform yourself of the law in Quebec. Furthermore the card incident was in the Gazette a few years back, as was the coaster and a myriad of other fines.
    It is even illegal for employees to speak to each other in English while at their place of employment. It might sound far-fetched to those of you in the ROC, but it is our reality here. This is what your tax dollars pay for when they stream into Quebec.

  27. I may not be a livelong Quebecer, but I do live here. I have been working for a number of organizations, and I am doing my businesses completely in English. As I said, all my business cards are unilingually English and English is the working language in my office.

    If what I am doing is indeed unlawful, can you please point out the laws that my organization violates? Providing a link to what described will also be helpful.

    Be careful because if someone launches a complaint with the olf, you will be fined.

Why don't you go look at all the old industrial buildings near the lachine canal and go read on some of them.     I really don't have an interest in your diet or what language you chose to speak.
    I do have an interest in my rights, which are the same as yours, even if my family arrived after yours.
    You may post in French only, speak French only, and even impose a French only policy as long as it stays within the confines of your personal property. This would include your apartment, backyard, garage, inside your car, in the shower in the morning, etc. Once this attitude leaves your personal domain then it infringes on my rights as a Canadian Quebecer.
    In this case, I will speak up for myself and tell you exactly what to do and where to shove 101 and the bureaucratic sewage that maintains it.

    There is no such thing as a Quebecois nation. There is only a Canadian minority that hasn't quite grasped the complexities of the English language these past two hundred years.
    There can't even be a claim of French ancestry. A large part of those that think of themselves as French are really the descendants of Irish immigrants. Quebecers are about as close to the definition of nation as they are to Afghanistan (though it could be argued that Quebecois 'nationalism' is as close as we can get to the Taliban in Canada).

  47. That Quebec wishes to promote and preserve the French language - tant mieux! But I do believe that the right to speak and express oneself in one's own language is a Human Right protected by the UN Charter.
    In my opinion, those wishing to retain Quebec's French language heritage would probably have more success in their goal by making it advantageous for the non-Francophone communities to learn and speak French than slapping them with fines and passing draconian laws.
    Does Quebec ever organize "discovery" activities for the children in the Anglophone/Allophone communities?
    Are rewards given for merchants who use French?
    Are businesses aided in making their companies more Francophone?
    Or is everything a matter of fines and denunciation? Because if it's just a policy of language gestapoism, it's not going to work in the long run.

    Does it really matter? As long as 101 is in place, making the use of English ILLEGAL, in some cases, no amount of candy handouts by the province will change the fact that Canadians living in this province have their rights under the Canadian charter raped on a daily basis. Sugar-coating it should not be an option. This law has to be struck down, and all be damned. Freedom to speak either of the two official languages without the threat of harassment and the imposition of fines. This is Canada, not Turkey!

  50. History lesson for Mr. Pelletier: The Jewish community started settling in Chomedey in th 1960s. The builders building homes in the new neighborhoods in Laval (among other places) were Jewish! My husband's father (an Italian immigrant) bought a house in Laval in 1960 where they still live. The whole street was Italian. My family moved to Laval from St-Leo in 1976. My cousins were there since 1972. Most of the kids in my high school in the 70s and early 80s were of Italian heritage.

    These clowns don't even have their facts straight; they remind me of their clownish counterparts south of the border: The Tea Party. Just a front for racism and bigotry. Point final.

  52. If French people want their language to be preserved maybe they should learn to speak it correctly. I used to work in a restaurant and we received a written complaint that "us immigrant are ruining Quebec by speaking our own language behind the counter" -- Well maybe if that complaint had less spelling mistakes I would have felt bad for the person but honestly they should stay in school and make something of themselves before going out and complaining that employees in Carrefour Laval are speaking English! They're just mad because they can't learn a second language whereas all those employees speak two even three languages!

    French is a beautiful language and I'm proud to have learned it!
