Harper To Quebec- NO SOUP FOR YOU!

Everybody was assuming that a deal would be announced between Ottawa and Quebec whereby the budget tabled yesterday would include a $2.2 billion payment to Quebec in compensation for harmonizing the collection of the GST tax. Other provinces have received similar payments in the past. The holdup has been Quebec's position that it be the agency to collect and distribute the tax rather than Ottawa as is the case with the other provinces.

Finance Minister Monique Jerome-Forget (at the time) announced that Quebec would harmonize its sales tax with the federal GST, in March 2009, just about two years ago.
Since then, failure to agree on a formula has cost Quebec close to 200 million dollars in lost interest, ironically more than double the amount asked by Quebec to help fund Quebec City's new arena.

With an election looming, it isn't likely that a deal will made this year or even possibly ever, if the Tories decide to hold back the payment as payback. LINK

Harper seems to have learned a valuable lesson back in 2008 when he pandered to Quebec, returning  a billion dollars to Quebec and then seeing his electorial advantage evaporate over a 45 million dollar funding cut to the arts. So goes politics in Quebec.

After Harper determined that the political fallout in the rest of Canada was too large a price to pay for funding the new Quebec arena, he really had no choice but to give up on Quebec.

A 2 billion dollar payoff to Quebec in this budget would likely have kept the government alive with the Bloc Quebecois help, but it was correctly deemed too high a cost.

So the worst case scenario for Harper is that he's returned to power with pretty much the same amount of MPs as before, perhaps a couple more, but not enough for a majority.

If the Bloc picks up seats around the Quebec city area, it augers even worse for the province. With no representation in government, Quebec will continue to reap the bitter rewards of a vengeful Harper and ask anyone who knows, Harper is a spiteful sort.

Quebec's loss will be Toronto's gain, because that's where the Conservatives are building strength and the only real area in Canada with enough swing seats to provide Harper with a majority.

Another minority government will see the government's largess doted on Ontario with the Quebec portion of the pie getting just a wee bit smaller each go around.

There's talk of a deal being cooked up between Layton and Harper to save the government from collapse. For Layton's own sake it better happen, otherwise, it's likely his last campaign.

Quebec voters continue to play a dangerous game, their only two choices are to vote massively for the Bloc and hold off a majority government or vote for the Conservatives and get rewarded in cabinet.
Of course, right now, it remains Door Number One.....

But one thing is clear, 2011 is not 2008. Voters in the rest of Canada will not countenance sweetheart payoffs to Quebec anymore.
While Harper seemed to be dithering over the Quebec city arena financing, he was actually floating a trial balloon to see if he could somehow pass it off on the rest of the country.
Clearly he couldn't, a message from Canadians was sent and received.

So things are not looking so good for Quebec.
Not enough votes to separate and not enough juice in Ottawa.

So it's likely more of the same, a Harper minority government that will last another two years.

Here's my fearless predictions should an election be called;
  • Same old, same old. Conservative minority government.
  • Jack Layton will not survive as leader to the next election (Uncle Thom will become leader)
  • Michael Ignatieff will not survive as leader to the next election
  • Elizabeth May will not survive as leader to the next election
  • Gilles Duceppe will return to Quebec to take over the PQ

  1. The majority wish not an election. So, those that trigger the election (opposition including Frere Gilles, Jack and Iggy) will be wearing the cause. Harper will front and center make sure this is well known (even though he himself at this time desires the polling booths)

    Gains in Ontario, solid in the West...maybe a crap shoot but Harper might make his majority.

    Then.

    Out goes the toonie for vote funding to the libs, NDP and BQ.

    Harper has an agenda and Quebec will be in his crosshairs. The editor is right, he is vindictive and rightfully so in the case of Quebec. Raised equalization by several billion dollars (fiscal imbalance...joke) in 2008, only to be kicked in the face.

    I cant wait to see the look on Gilles Duceppes face if and when Harper succeeds with a majority..Oh and the last time Duceppe came to Quebec and wanted to be the leader of the PQ, seems to me, he lasted less than 24 hours before packing his hair bonnet and returning to Ottawa. Cheesehead that he is.

    Time for Quebec to pay up. Cant come soon enough for me. Heh, wait a minute, equalization supposed to be reviewed in 2014. Think about if Harper has a majority at this time. Quebec is a lost cause to him anyways, nothing to lose.

    The editor is right about the fates of Jack, Iggy and May.

    So now Stephen Harper is a soup nazi? Actually what you're suggesting is he's a pork barrel politician. Well, pork barrel politics is nothing new. Trudeau was as porky as they come. He screwed the west so badly, it's a wonder that anybody west of the Ontario-Manitoba border still vote Liberal today, but even so, red constituencies are not in large supply out there.

    Sadly, despite Harper's parliamentary shenanigans, he's still the best of a bad lot. I don't trust Michael Ignatieff as far as I can spit into a Texas tornado. Notwithstanding the overly shown commercials on TV by the Conservatives, he carries himself like he's still in the halls of ivy, lecturing to the also-ran public why his Ivy League teachings and education make him better than me.

    From the get-go, his sights were to usurp the mantle of leadership from whoever was at the helm. Dion beat him cleanly at the convention in Montreal, but Dion's incompetence did him in. Nevertheless, Ignatieff and his henchmen were there to drive another screw into Dion at every bad turn à la Brutus's knife that was sunk into Julius Caesar's back.

    Ignatieff never even won the mantle of leadership fair and square. He screwed his long-time friend and ally Bob Rae who expressed interest in the leadership. Ignatieff's henchmen usurped Rae's and anybody else's attempts to grab the mantle.

    Mind you, much of Ontario would likely have not voted for Bob Rae given his one term as Ontario premier. Too bad, really because Rae was given a raw deal by the public servants. He led during a terrible recession in the first half of the 1990s, and one cutback he did was all civil servants were forced to take about a half dozen unpaid days of leave for a year or two. These became known as Rae Days. The alternative would have been to lay off a chunk of civil servants. Rae's alternative was a lot less painful as everybody kept their jobs, just for a pay cut of about 2.3% (six days of a possible 260 working days per year).

    Six unpaid days off beats the s--t out of what Parasite did as finance minister back in 1983 with his 20% pay rollback for three months, and then 10% thereafter, with a pay freeze until 1985. Then again, he gave away the store before that to buy votes for the referendum.

    Anyway, I'm digressing over Bob Rae, but then again, it points out how poorly the Liberals would have fared in Ontario with Bob Rae at the helm, except to mention Rae did raise taxes a lot to pander to NDP special interest groups.

    As for Jack Layton, his support for fascist language legislation has put me off of him for as long as he and Uncle Tom remain in federal politics. It's a no-brainer in my household there will be no votes for the NDP. He, Tom and Amir Kadir should all go fishing on a frigid lake on a tippy kayak!

    Quebec deserves to be left off the gravy train for their lack of support for Harper. Let 'em eat their fries without the cheese curds 'n' gravy! Duceppe would be crazy not to knock Polly Marwad off her feet with a baseball bat (breaking them in the process) and help himself to extra ladles of gravy. He'll get his full gravy-soaked platinum-plated parliamentary pension and go to the Quebec National Poutinerie for a heapin' helpin' of THEIR hospitality, all the while collecting his Ottawa boodle. That sonofabitch would be set for a very lucrative retirement (as if he hasn't already traveled the world on the taxpayers of all Canada to spread his political drivel to the half dozen people who will actually listen to it).

    Duceppe will be able to drill Quebec even deeper into the ground with his antiquated and overplayed drivel in the name of preserving the oh so endangered French language in North America. According to Reed Scowen, there are six million North Americans who can't speak English, and four million of them are in Quebec. It's not as if French is in danger, and let's face it, there never was.

    I'll likely vote for Harper even though I see him no better than the best of a bad lot. I don't like his secrecy, I don't like his dictatorial grip on his flock or sheep, but I don't see Iggy as anything different given his chance at the helm, and Layton has sold out to language fascism, an unpardonable crime as far as I'm concerned. What we really need going into this election is God's blessing!

  5. Well if Harper has any brains this time, he will forget about Quebec completely. He would have already had his majority had he not spent the last 5 years funnelling billions into the racist province (bills 22, 178, 101…) of Quebec. He is pandering to this province way to much, and has turned off many of his fiscal conservative base. A lot of us did not even vote last time.

    Focus on outside Quebec and only outside Quebec. Seriously, have you tried to listen to these idiots from Quebec who pose as ministers in his cabinet. Blackburn, Parise, Verner, Bernier…??? I mean you’ve had years to learn how to speak English fluently, you should be ashamed of yourselves, you bumbling idiots. Some can barely piece together one correct sentence in English. ESL idiots, ESL, or get back to Quebec where you belong.

    You want a majority PM Harper, focus on outside Quebec. If we see you pandering to Kebec any longer, we won’t even vote.

    Just a minor correction: You state that you won't vote for Layton because of his support for Quebec's language laws. Well, ALL federal parties have at some point voiced their support for them. When Bernier denounced Bill 101 publicly, Iggy urged that he be denounced and Harper cited matters of provincial politics as his reason for not commenting, which tells me that he supports the language laws as well. In my view, they all share the same opinion on the matter.

    Going against the "Charter of Charters" as you call it may disrupt the "social peace", but it's something that must be sacrificed in order to obtain decent minority rights in this province. Evolution in society doesn't usually occur peacefully anyways.

    As for equalization being enshrined in the Constitution, this is true; however the formula for the payments is not. The formula has always been built around providing more for Quebec and less (preferably nothing) for Ontario. Personally, I think recipient provinces of equalization should be accountable to the rest of Canadians for how they spend this generosity and these Provinces should have to come up with an action plan of how they will make their Province more economically sound. The Constitution may call it equalization, but I call it welfare.

    You're absolutely correct by stating Harper and Iggy have in their own ways kow-towed to the separatists, and, like a sticky, gooey cream pie, Harper got it thrown back in his face big-time. Give Quebec a billion dollars supposedly to help offset the GST collection in Quebec and Premier John James "Goldilocks" Charest turn it into a tax handout for his "people". A blatant, impudent misuse of the funds for which they were intended. Why the hell should I, now a loyal Ontarian, pay for Premier John James "Goldilocks" Charest's handout? Makes HIM look very good, but there are more than enough priorities in hard-hit Ontario than a society that gets this money, demands more, and generally speaking bites the hand that feeds them! I'm sure my dear fellow citizens in the Western and Atlantic provinces share my sentiments. What a society of dolts--total dolts, and their drop-out rates in high school and lack of attendance at their post-secondary institutions prove this is exactly what they are--DOLTS!

    Supposedly, the Great Charter of Charters, in Section 81 states in clear print children who have learning disabilities must be considered, and Section 85.1 further states there are (supposed to be) considerations on humanitarian grounds. I think this child was not given one iota of consideration on both fronts, and it has caused a totally, but TOTALLY unnecessary, inhumane, impudent and belligerently disruptive breakup of a family. That piece of infamy belongs squarely on the shoulders of none other than Premier John James "Goldilocks" Charest, for he could have easily intervened like a good, dutiful federalist would have!

    Are you trying to tell me, Anglo Montrealer, that allowing this child access to an English instructional school, within the confines of the Great Charter of Charters, would have somehow destroyed the French language in Quebec? If so, I strongly suggest you get yourself down to the Douglas Memorial Hospital in Verdun ASAP, and check yourself into their most critical psychiatric ward!

    Too bad there are too many Quislings already in the Anglphone community because little by little, bit by bit, more rights are being taken away, and these are the actions of a so-called FEDERALIST Quebec government. Could've fooled me!

    You misunderstood my "social peace" comment. During the 1985 Liberal campaign, Bourassa promised to relax the restrictions, but as soon as he had the chance to keep his promise after the 1988 Supreme Court ruling, he turned his back on the English speakers by passing Bill 175. He cited "maintaining the social peace" as the pretext for betraying our community.

    What I meant to say was that in order to get minority rights, we Anglophones have to risk he resurrection of 1960s style language protests/counter-protests. Perhaps public security was the better wording

    It's obvious you both read Reed Scown's book, and so did I. I do indeed remember Bou-bou Macoute's empty promises to the Anglophone community back in the 1985 election, and I was already settled in Ontario. He promised Anglophones greater representation in the civil service, greater language rights on signs, English schooling and a bunch of other B.S. promises that were totally forgotten the day after the election. Like I wrote previously, Bou-Bou screwed the English community 100% x 2, i.e., Bills 22 + 178 = 200% screwed.

    At least then, three of the best in the House were all lost in one day as Richard French, Herbert Marx and Clifford Lincoln, all three cabinet ministers, all voted against Bill 178 and left the National Assembly forever and ever. John Ciaccia was the lone Quisling who wouldn't compromise his position to the detriment of his constituents.

    Who amongst the current crop of Western Montreal Quislings had to gonads to do what French, Marx and Lincoln did? NOT ONE GODDAMN ONE OF THEM!

    I personally hope Harper gets his majority if for no other reason to crop the Equalization payments to Quebec down to size--$1 per Quebecer, and not a penny more! I hope he is as thin skinned as Editor makes him out to be and throws back in Quebec's collective face what they did to him in the last election and likely will in the next...in spades!!

    If Quebec doesn't like it, they can leave and then the English community should partition Quebec and re-join Canada. Carve Quebec like a melon!

  25. Tom Mulcair and the NDP want to enforce Bill 101 on Federally chartered companies operating in Quebec like CN, Bell Canada and Air Canada. If that happens, they would be gone in a matter of years taking their well paying jobs with them. Short sighted policies to placate some disillusioned Quebec nationalist voters. The NDP is a shadow of what it once was under Broadbent.

    Your first four predictions are plausible.

    About your fifth prediction: "Gilles Duceppe will return to Quebec to take over the PQ ", It depends on next provincial élections results.

    If Legault follow suit (with ADQ probably), the french vote will be divided between Pq, PLQ, ADQ, QS and PV and the Liberal party might win again with its 35 ridings won automaticly because of massive English and anglophiles (ex-immigrants) concentrated vote. There is a human science called electoral sociology: my friend Pierre Drouilly is a specialist in that field.

    In this occurrence, Pauline Marois'leadership will be challenged.

    Time plays in favour of Jean Charest with its tactics against Vigile for example.

    Duceppe just published a book made of interviews. Politicians who publish books not only in France have ambitions.

    During those élections in 2011, Duceppe will win a lot of seats and gain in popularity.

  31. RBG of "Vieux Longueuil": I concur with Anglo Bashers. Laurin, a Josef Goebbels lookalike, and the fat assed Parasite are not company too many people with brains want to boast of their association, and your writings tell us a lot about you.

    You strike me as an arrogant narcissist, and I read the comments about you more than I read your particular comments.

    As for Duceppe, as I've mentioned previously, he'd be crazy not to leave federal politics to seek the mantle of leadership of the PQ. He can walk away from Ottawa with his full pension having served 15 years in Parliament, collect it while he's running the PQ and leave there after five years and get a minimal pension as an MNA to add to his undeserved federal boodle. About five years is all he'll last because the PQ membership tends to eat its leaders eventually.

    If Duceppe can withstand the headaches after the five years, more boodle for him for as long as he can stand it.

    I think someone doesn't quirte understand how secession works. 50+1% of the votes doesn't mean automatic separation right away. It just allows Quebec to enter negociations with the federal governments for secession, at which point Quebec would still legally be a part of Canada and partitioning could very well be a huge factor in the discussions. You can't just dismiss something for nothing because it isn't what you want to happen.

    BTW, my love for beignes started in Quebec when an American franchise called "les beignes qui trompes" (OK, OK, it was Dunkin' Doughnuts!) My heart to this day aches for those jelly doughnuts. They were stuffed with this transparent red raspberry jelly that I think was made in some small family-run factory in Ohio because jelly doughnuts from the pre-franchise bakery era were made with the exact same jelly. As for doughnut shop coffee, I think it's way overrated. BTW, I'm being whimsical about where the jelly was made, but I'm convinced the supplier was a monopoly somewhere in North America. Gee, did I get too off topic for you AngloBuster and Press 9?
