English Witch Hunt Fizzles Out

You'd think the outing of two unilingual anglos working in upper management at the Caisse de dépôt et placement du Québec, was the outrage of the century, generating no less media hysteria in Quebec than that surrounding the treachery of Ethel and Julius Rosenberg. in the USA back in the fifties.
"It is the ultimate symbol of Quebec pride — of francophones exerting influence within their own economy.
So there was some surprise in the news Tuesday that two senior managers at Quebec's Caisse de depot et placement can't speak French." Link
Yup, the Quebec media was certainly en maudit, the Caisse being a national pillar, a symbol of Quebec emancipation and financial independence. To many, the Caisse represents the potential financier of an independant Quebec.

Ever since Premier Charest placed an anglo in charge of the faltering Caisse over two years ago, after the disastrous run led by Henri-Paul Rousseau, which saw the fund lose one-quarter of its value in the great financial meltdown of 2008, French militants have been doing a slow, angry burn over the appointment.
That simmering rage has now exploded, triggered by the announcement that two unilingual Anglos have been toiling unchallenged, at the highest levels of management.

To paranoid French militants, it's a nightmare come true, a vindication of their deepest fears, that the insidious Anglo influence, if not held in check, will take over Francophone society.

English unilinguals in the beloved Caisse!!!!!

Inconcevable!!!!!..... pas des maudits blokes ! ......Aggghhh!!!!

By the way, (and completely beside the point) under the tutelage of Michael Sabia, the Caisse has rebounded nicely, although not spectacularly. The Caisse is back making money that is well within the acceptable range of return on investment.

The two unilingual managers involved, work in the Caisse's real estate subsidiary, the result of a merger between two Anglo companies that the Caisse acquired, Oxford-Cambridge Realty, originally based in Toronto and Ivanhoe, the real estate arm of the old Sam Steinberg empire, once one of Quebec's largest food retailers.
The new company became Ivanhoé-Cambridge (complete with an added accent 'egu') and the original Anglo staff were slowly replaced by Francophones when the head office was consolidated at the Caisse's head office in Montreal.
The new company Frenchified it's pronunciation and Ivanhoe became Ivanhoé, pronounced "EE-van-away."....Really.

Incidentally, insiders have told me that there was a massacre of senior personnel at Ivanhoé-Cambridge recently with forty employees, many top mangers let go suddenly and without warning, some with over twenty years experience.
The outing of the two unilinguals sounds like a settling of accounts.

Now the reaction in the mainstream press as well as the militant websites seemed to be eerily in sync.

I haven't translated the quotes because all that's interesting is that they all make reference to the  'tip of the iceberg!' an analogy that means that there's much more beneath the surface.
I wonder if they held a conference call before filing their stories.

Readers, I included this last quote from the insufferable Mario Beaulieu because "3%" represents a new low in the ever-fluctuating figure of that invented separatist term 'historical Anglophones'
Mr. Beaulieu doesn't even  follow his own own script. 
The rest of screed was a rehash of dishonest and misleading statistics contrived by the insufferable, Institut de recherche sur le français en Amérique, a tiny separatist lobby group masquerading as a legitimate research 'institute' 

At any rate, the three stories that included the reference of the 'tip of an iceberg' all hinted that this was just the beginning of an insidious plot by anglophones to take over Quebec.
Here's a more complete quote from Facal;

That's a lot of ominous hinting, but no suggestions.
What's next? Arcade Fire at the Fete Saint-Jean?
 

Mr. Facal even suggested that Francophones were 'cuckolds,' actually enjoying having their language screwed over by the dastardly English.....
All this over two English employees in a company of 880 that supposedly operates on an international level.

Reading the story and then watching the hysterical reaction in the press had me concluding sadly that we were in store for a witch hunt by French-language militants in search of other unilingual English speakers in high positions.
It's the type of issue that French language militants love to sink their teeth into, rooting out and denouncing offending Anglos, a passionate labour of love.
And so I imagine they took to the task with the same passion and conviction of those who chased down the Salem Witches!

It didn't take long, by Tuesday we had our next denunciation, a highly placed member of management at the Banque National was outed, this time surprisingly by the generally conservative /federalist La Press newspaper from Montreal. LINK
By the way, I've omitted naming  these so-called offenders for obvious reasons.

And so I expected more and more denunciations in the coming days as inspired militants rose to the challenge of denouncing their colleagues like Judas betraying Jesus.

But readers, it didn't  happen......

Shock of shock, no more revelations!
Why had the hysterical zeal and anglo bloodlust dissipated so quickly?

That, gentle readers, is because there were no more witches to be found.

Yup.... Try as they might, French militants couldn't come up with any other names and so these three poor saps who were outed, actually represented the exception that proved the rule... that Anglophones need to speak French in Quebec to succeed at the higher levels.

Unfortunately, I don't think this is the lesson that French language militants will pull from the story.

  1. Why would Anglos want to come in and take over Quebec? It's a failed fascist state that is well on the way to bankruptcy, just like Greece, Italy and others to follow, like Spain, Portugual, and Ireland...even France is starting to look problematic. Quebec, though, from what I heard recently is now the fifth most indebted jurisdiction in the world, formerly sixth.

    Despite the tax increases of the last budget, Quebec is still running deficits, just like it has for the last 45 years or more. Its population is aging faster than the Real Canada, so how are they going to pay for the old folks who will grow ever dependent on the medical system? The Real Canada, too, is falling behind, but Quebec is further behind the 8-ball right now!

    At least this Anglo fellow, surprisingly an apointee of Premier John James "Goldilocks" Charest, is performing and producing, unlike his «pur laine» predecessor. Goes to show hiring on merit beats hiring on race anyday of the week and twice on Sunday.

    As for those seppie dickheads, let the games of nonsense begin.

    It has now been 14 years almost since 60 Minutes did a segment on Quebec that humiliated the language nonsense. I think it's becoming high time Morley Safer comes back to do another. It's only too bad Mordechai Richler and Nick Auf der Maur are gone and can't put the genteel yet foolish spin on the story the way Richler did it so well.

    So well, in fact, that I remember the story two days later in the Gazette when callers were frothing at the mouth on that former French phone-in radio show hosted by Jean Cournoyer. The comments were so rabidly anti-Semitic that Cournoyer had to interrupt the broadcast to mention he had Jewish friends and had to ensure the listeners and callers their comments were unreasonable.

I mean, they could pass more and more laws, but the situation in French high schools currently is that non-French languages (especially English) in the school yard are frowned upon and even punished, and you end up seeing the principal or getting detention if you speak English. It happened to me, and many of my friends. Also, teachers are instructed to interfere with students who speak a language other than French.

    What does it change? Nothing. Allophone kids still use English outside the classroom.

    What more can be done? Passing a law would be ridiculous, even by Quebec standards. If English gets banned officially and by law in schoolyards, I'm wondering what's going to happen. The police will get involved? Kids will be taken to jail? Parents will be taken to jail? Fines will be issued like for speeding? If so, if I contest a fine in the court of law, how will the accusing party prove his/her point? Will we be taping each other in order to rat each other out in the court of law? I think even as it is, 101 encourages too much denunciation on account of its sign provision. We don't need more than this.

    Overall, this whole thing makes me admire French people's belief that everything, no matter how small a human interaction, can be regulated with laws.

  10. I've been living in montreal for over a year now, and ive been meaning to ask a question on this blog for a long time, its just that i rarely comment.

    i do find the language bulsiht absurd beyond anything iv encountered in my many years of living and working in several places in canada and the US.

    My question, and please pardon my ignorance:
    since the language situation has been recognized by the UN at some point to be anti-human rights, and since the language bullsiht naturally conflicts with our basic freedoms, such as freedom of choice, (i suppose i could add a few more here)... wouldn't this language bullsiht situation be EVENTUALLY ruled as un-democratic, unconstitutional, or whatever u want to call it, in an properly functioning democracy such as Canada?
    I hope some of u active bloggers like Messr Sauga could shed some light on this.

    I can't understand why residents of the rich provinces (especially Alberta) that are sending billions of dollars to Quebec, are not out protesting against it on the streets. Quebec should not receive any money from the other provinces.

    We need to hold a referendum in the rest of Canada regarding the expulsion of Quebec from Confederation.

    Even the official language in your province is not legally binding. For you to even pass laws like Bill 101 you need to have an English version of the law. Basically Quebec is a Bilingual Provinces that is temporarily unconstitutionally French official language only. IT CAN BE CHANGED.

    Good idea but be sure not to count on any impartiality on the part of the Quebecois. They actually rewrite the history to suit themselves. Suggest you confine your research to anglo publications is you want the truth and not the revisionist version as presented by the separatistes and left wing zealots in Quebec. On your question I am sure someone will elaborate on the real issues in Quebec with respect the draconian language laws.

    Things will not change in Kebec until the money stops flowing into Kebec from Ottawa and Ontario. That’s right, decades of equalization payments continue to allow Kebec to get away with racist, bigoted anti-English language laws. When and if the money stops flowing from the other provinces into kebec, then we will get our equal rights back, and only then. The rest of Canada has subsidized kebec for decades and how have they said thanks to rest of the country? Well try decades of intolerant, bigoted language laws such as bills 22, 178, 101…

    I can only hope that the government of Harper changes the equalization formula, stops funnelling our money into kebec. Get to work Harper, screw Kebec period. They deserve nothing.

  35. That CSDM story sounds like a human rights-based constitutional challenge just waiting to happen.

    Forcing kids outside of class - anyone, really - to speak a language under threat of punishment is a violation of both Section 3 of the Quebec Charter of Rights and Freedoms, as well as section 2b of the Canadian Charter of Rights and Freedoms. No law, rule, regulation, or policy such as the one being envisioned here can take precedence over either of the Charters expressed above. Not even our holy "Charter" of the French language, which is really just a regular law that we happen call a "Charter" to promote it as something it is not.

    It's sad to see you guys sink lower than what you'd expect from an extremist separatist, and it actually validates some of their ridiculous arguments. You should be better than them.

    Many of you have obviously entirely lost faith in this province, but perhaps with some time and some work you'll see that things are slowly getting better - I'd like to remind you all of the last federal election results, and the fate of the useless Bloc Québécois. Next is the PQ. Change takes time.

    Subjective and a matter of opinion. I beg to differ on this one, especially when it comes to Quebecois French which I understand but can’t stand listening to because it sends shivers down my spine.

    European French sounds ok, but the nicest sounding languages are probably Spanish and Portuguese.

    You may be surprised how much the language laws of Quebec are a result of a hurt pride. It’s all being packaged and sold as “protection of a dying language”, but the real motive is excessive pride and a belief that everyone who just comes to contact with this “belle langue” should be smitten, and he isn’t, then he should be helped to appreciate the true value of it. By force, if necessary.

    Yes, but note that Quebec has mastered a trick. They pass an illegal law, which then gets challenged and eventually abolished or amended, but while the proceedings take place, the law is in effect for the duration of the proceedings, which may take a very long time before the court.

    Moot point. Who cares. What if it’s 1.5%, or 34%, or 78%? In Quebec, Francophones happen to form an 80% majority, and thus exercise political power. They are surrounded by jurisdictions which don’t interfere in Quebec’s internal matters. The Supreme Court does step in occasionally (not as much as it should), but it’s the price Quebec IS WILLING to pay for the 8 billion bucks a year.

    7 billion amongst 300 million is a ploy to rationalize excessive policy in this province. Nothing more.

    So let me get this straight... invoking the war measures act and suspending certain civil liberties because both the (nationalist) mayor and premier couldn't handle a spiraling FLQ terrorist situation makes Trudeau evil until the end of time... but suspending civil liberties in cafeterias and schoolyards because of an existential/demographic crisis due to our language not being as attractive as English is okay?

    At some point, I should think that if we have to go to such great (or, rather, petty) measures to protect our "dying" language as to govern how people speak when not in class, I'm not sure I'm convinced that protecting the language for such petty people is a noble or worthwhile endeavor after all.

    Deliberately incendiary anonymous comments aside, the recent spate of petty "language crises" covered by the (mostly French) media is either symptomatic of a desperate and imploding separatist movement or sign that our society has really lost ALL it bearings.

    What am I doing in such province? I live, breathe, and work in it. And I do communicate in the official language of the "majority" (which behaves like a minority) when necessary. I just happen to prefer English, and I therefore picked a profession, a job, and a circle of friends that allows me to do what I want to do.

    Isn't it what life is about? Wanting something and doing it without interfering with others, and doing it despite all the a-holes around that try to stand in your way? And don't get me wrong, Quebec is not an exception in this, it's the same everywhere. The only difference may be that in Quebec those that dedicate their lives to standing in the way of those who try to live theirs quietly, quite often (too often) manage to elicit help from the government.

    Basically, it seems that separatists are unhappy that the Bank Of Montreal has to deal with the rest of the world in english. And I quote:

    So separatists now want language laws to be applied to the rest of the world too, or at least for anyone who deals with Quebec.

    They also explain that banks are not required to conform to provincial language laws, since they are of federal jurisdiction. They explain how the Banque Nationale, out of their own good will, got a "certificat en francisation" about 30 years ago. This was apparently a bad idea, as it now subjects them to extremist separatists:
    "«Ayant un certificat de francisation, la Banque Nationale est soumise à certaines règles, les règles qui s'appliquent aux entreprises de 50 employés et plus. Il doit y avoir un comité de francisation, et elle doit se soumettre à ces règles», a souligné Mme Saint-Pierre."

    The moral of the story is that even when you try to accommodate the crazy french nazis, it's never good enough. It's clearly a massive waste of time, effort and money to even try.

    The rest of the world has the advantage of being able to ignore Quebec without any major detriment of such decision. Quebec and its institutions are the ones that would suffer, not the rest of the world.

    That's why the BoM deals in English with the outside world. Because it doesn't have a choice, while the rest of the world does.

    And it also ties into what I mentioned earlier - a lot of the seppie crap is motivated by French cultural arrogance. They act like they want cultural diversity, but all they want is for French to replace English as the world language.

    and one should also know, that Montreal wasn't built by the Quebecois like some speculates.. at least for the most part! it was actually founded by the French(that little tiny part in the old port) and then insustrialized by the Scots, Irish and English, thus prompting the city to be what it is today...the contribution of the quebecois in the city, was nothing but an injection of corrosion snuck into a healthy subject that HAD lots potential IN ITS FUTURE LINE to thrive,but then was bound for failure, which prevented any further growth and expansion to take place, all thanks to Jean Guy Rubberboot, Ginette Sprinette and Joe louis

    I couldn't agree more, however in my experience, no separatist will admit that language laws may have affected the economy of the province.

    I'm pretty sure most of them would tell you that the reason for our economic downturn is because of the "méchant anglais" stealing from us and plotting against us.

  74. Living in B.C., I used to be proud of our French/English heritage, despite the enormous cost of changing the signs in BC to biligual. I also have quite a few Quebecois friends here in BC and also living in PQ....and I have never heard such vitriole.

    After reading this blog for a while, I am wondering WTF??????

    I used to think the extremists in the West here were a little overboard in their thinking that the west should seperate from Canada....but now I am thinking they may have been right.

    The thinking of some French speaking Quebecois as expressed in this blog is repulsive and against the freedoms we stand for in this country of Canada.

    I am starting to believe that perhaps Quebec should just leave already. If so, I would think there would be many French speaking Quebecois leaving also. All that would be left is just a pitiful few whining extremists that suddenly realize they have a "seperate society" that is now third-world.....

    While this was happening in BC, in Quebec money was being spent to change bilingual signs into French monolingual ones.

    So our "heritage" was always just a sham sold to the people of Canada for the sake of national unity. But I'm glad you snapped out of it and see things for what they are.
