Quebec's Most Dangerous Fool

Most people wouldn't recognize her photo, nor could they put a name to Martine Ouellet, Quebec's Minister of Natural Resources, yet they should.

Few articles are written about her and her fantastical energy policies in the English media, but they should.

Martine Ouellet represents one of the biggest threats to Quebec prosperity, with ideas and  policies so bizarre that it begs the question as to her mental capacity to understand the most basic principles of public policy.

In her brief tenure as Resource Minister she has single-handedly frightened the resource industry into retraction with her pie in the sky idea of reform which would ramp up the tax the industry pays to the government, while increasing environmental costs, this in the face of declining metal prices.
"Preliminary numbers suggest investments in the sector fell to $3.25 billion from $5.13 billion a year earlier, due largely to lower gold prices and softer demand in China and emerging markets.
In October, the agency forecast a drop of at least 10 per cent in 2013 based on surveys of mining companies completed during the summer." Link
This coupled with an insane electricity policy that produces more electricity than can be sold, with new projects being created every day, producing more electricity at a higher production cost than mothballed facilities shuttered because of a lack of demand.

It doesn't take a genius to understand that if you run a doughnut shop and are producing more doughnuts than you can possibly sell, you need to limit production, not increase it.

According to Pauline Marois the electricity surplus is an advantage, but how that is, I don't really understand. It's like saying it's good to have cancer because it provides an opportunity to find a cure.
At any rate, electricity doesn't have a shelf life, you either use it or lose it, at least doughnuts can be frozen.

But the economic lessons that the rest of the world lives by, make no sense to Madame Ouellet, who believes that it is important to bake more doughnuts, because it keeps the bakers employed, regardless of the waste.

The frightening thing about Madame Ouellet and I don't say this lightly, is that she's an idiot, plain and simple. She hasn't the brains for the job.

Watch this video of her being destroyed by an incredulous Radio-Canada interviewer who is mocking her over her utter misunderstanding of what a loan is, as opposed to a loan guarantee.


Perhaps someone should have explained to Madame Ouellet in terms that she could understand, so here goes.
Imagine your brother asks you to sign for him at the bank for a car loan because his credit is iffy. Because of your guarantee, your brother benefits from a preferred rate and saves on interest payments.
If he pays back the loan as per the agreement, your guarantee costs you exactly nothing....
Capisce, Madame Ouellet?

It's utterly fantastic that a Cabinet Minister can be so badly misinformed and it leads one to imagine where that lack of sophistication takes us.
This is a minister who has said in the past that there can never be a safe way to extract gas through fracking.
It's the type of attitude that has Quebec on the outside of the gas bonanza that has lifted the United States right out of recession and on the course to energy self-sufficiency.
In fact, American success via fracking has left Hydro-Quebec in the lurch, as the cost of electricity produced by gas produced by fracking is much cheaper than what Quebec is selling.

At any rate Martine Ouellet is once again using her prodigious mental acumen to lead us into another fine mess, this time by way of her unwavering support of alternative energy projects like wind power and co-generation, which remains Quebec's biggest boondoggle.

On the eve of the tabling of a report commissioned by the Quebec government itself which recommends shutting down these costly mistakes, our fair minister has already announced that she will ignore the recommendations, because she knows better.
"Over  the past ten years, the situation has radically changed. Electricity demand peaked and then decreased both in Quebec and its export markets .
The price of electricity produced in the United States by power plants fueled by shale gas has dropped dramatically. Nevertheless, Quebec has added significant new ways of generating electricity: wind capacity, mini-plants hydro-power, biomass power plants, in addition to new hydroelectric  projects

....The Commission is making  a series recommendations, including the following;
That consideration be given without delay to suspend investments in the Romaine-3 and Romaine-4, and stop or suspend supply contracts wind in co-generation and small hydro projects not yet built."....
...."The strategy focused on building new projects (hydroelectric or wind generation, in particular) is ruinous for Quebec."  Read the entire report in French
Yet none of this advice makes any sense to the intrepid minister.
"Minister of Natural Resources, Martine Ouellet, recognized that Quebec is struggling with surplus electricity. "But on the other hand, there are other considerations, such as the 5000 Quebec jobs related to wind power, including 800 in the Gaspé and Lower St. Lawrence. We can not act unilaterally without thinking that there are consequences, "said the minister during a meeting with Le Devoir." Link
Now how much does all this job creation cost Quebec taxpayers?
Quite a lot, in fact between $1.2 an $2 billion dollars a year.
All this for five thousand jobs.

Now I didn't even need to get out my calculator, a reader commenting under the above story laid it all out.



Yup, according to this reader, who did his sums quite correctly, each job created by these 'projects' that produce electricity that we throw away, costs taxpayers between $240,000 to $400,000 per.
And this every single year.

You read that right.
Martine Ouellet thinks it's reasonable to waste all that much money to create these 5,000 jobs producing a product that nobody is buying.

Actually, if she took the cash that the project wastes each year, she could just about pay THE ENTIRE GASPÉ PENINSULA WORKFORCE of about 60,000 workers (10,000 presently unemployed,) the tidy sum of  $30,000 per year to dig holes in the ground and then fill them up again.
Madame Ouellet could then boast of having created 100% employment in the region!!

Such is the state of affairs in Quebec, where the media spends all its capital discussing the idiotic Charter of Values, instead of the very real disaster that is the mismanagement of the public purse.

Martine Ouellet is responsible for blowing between $1 billion and $2 billion of public money each year because she doesn't understand basic math or basic economics. She is directly responsible for the rumoured upcoming rate hike at Hydro-Quebec of some 6%, needed to fund all of this.

This is who is running the province, it's sad, but even sadder that nobody cares.

  3. I believe I am the first to comment..yes..finally.

    It is pretty sad..as I often say up is down and down is up in Quebec. They might as well just mail a 50,000 cheque to people in the Gaspe and elsewhere instead of 200,000 per job.

    To be fair though fracking though has been somewhat overblown. There are very serious environmental consequences to fracking..go have a look at the documentary gasland..peoples drinking water have been contaminate with all sorts of garbage, the air quality in many areas is awful. Once again fracking is great for the short term but in the longer term I believe it will be seen as an environmental disaster.
    So I think Quebec is right in being cautious on this.

    Its very easy for us city dwellers to approve of fracking when we dont have to deal with the water and air issues associated with it. Its similar to the oilsands..the oilsands are in northern alberta in a pretty isolated area so its very easy for many canadians to dismiss the environmental impacts as we dont see it nor are affected by it. But the surrounding native people have been impacted in a huge way..there is all sorts of crap flowing into rivers and lakes up there and the size of the project is massive.

    We only have one planet and at some point you cant just keep pouring chemicals in the rivers, lakes and our air before it comes back to bite us all in the butt. Our oceans have become a dumping ground for all sorts of garbage, plastics, chemicals and so on.

They have finally put their face out there way too much and the francophones are starting to notice that there is a lot of backtracking and "foot in the mouth" moments.   7. I'm so glad this is being brought to people's attention, although perhaps some here already knew of it. I'm a Quebec geologist and barely worked last year. This year the project I was supposed to be working on was cancelled by a major mining company because of how unsettled things are here. Of all the geologists I know, not one of them has a job or even the future offer of a job. A few are staying in Quebec but I think about 75% of them are applying for positions in Alberta. Quebec's loss is Alberta's gain...

    I'm baaaack. Much to the discouragement of many here, I imagine. I have just come out of hospital since I died a week ago Tuesday. My breathing cut off completely and was saved by my Grandson using CPR plus the quick arrival of Urgence Sante.
    It seems I have a severe case of 'Sleep Apnea' which was complicated by my pneumonia. When I sleep laying down I stop breathing. I am on heavy antibitics and house bound for two months. But hey, I lounge around in flannel pyjamas and get three or four hours snooze per day sitting up in my recliner. In this weaher who needs out? I was eight days in a private room. I'm home but still isolated while they try to find what stran of virus I have inhaled.
    To the relief I'm sure of many here my posts will be rare.. Because my fibrualating heart gets out of control easy I must not get angry as it gives me a breathing attack.So help me out. Altogether now say, "I love the Liberals."
    I'm discouraged at the spat between Dr.Couillard and Henri Gautrin our Liberal member in Verdun. Henri says he has decided to retire which is bad news for Verdun. For 28 years we have elected Henri and would have no matter what party he represented..
    I've tried to convince Henri to run as an independant but he says although he feels he could stand the campaign, it's the four years after of dragging to Quebec city etc. It means we will have a PQ representative in Verdun as no one could replace him. Verdun is 85 percent separatist who voted for Henri because he was like a Father to all Verdun. Henri was there at celebrations, sporting events
    and holidays. The extreme measure of a politicians popularity is when he's there in the crowd at a kid's ball game and no one gets excited that the member of parliament is there. He was so much among us that he was considered like a family member.
    I wish Quebec the best in the campaign, may we move on in glory. I'm not worried about the polls, the polls will change when the dirt starts to come out after the election is announced. The one thing that could clinch it is if Legault would team with Couillard.
    I urge you all to contact Mr. Ducheneau and urge him to run for the Liberals. It would make a great difference.

      Yes anonymous, I was served in English by every doctor and nurse except the Haitian ones. They used both sometimes in the same sentence. I had a private room and a window overlooking a g-reat park. The room was because they haven't found which strain of virus I have and were trying to isolate it.

      It's called Liberalitis. It's an infectious disease that affects the brain, particularly the reasoning center and thereby inhibits clear cognitive and logical thinking. Often distorts reality itself, causing disillusion. Unfortunately has long term affects and there is no known cure.

    9. Apple IIGS: Ed is not the first person to spew anti-Semitism to me, far from it. Do remember how he did say how some of his best friends (namely, a former employer's family) were Jews. That more than gave away his position. Ed obviously is a very sick man and came of what I imagine was a very traumatizing scare. I never wished him harm and I still don't because I believe karma is the ultimate bitch.

      I am surprised that after his near-death experience he could show such bitterness. Most people whom I have ever heard from seem to find such experiences humbling. Like a death in one's family, sometimes it brings the best out of the deceased's survivors, and sometimes the worst. I experienced both sides of the aftermath upon the deaths of my parents. The differences were staggering, but they did reflect the lives they lived. I won't say which experience was which, but they were completely different from one another.

      But it often sounds like a bad joke to hear people in the government in Quebec talking about the "majority" and the "minority" as if nothing has changed in fifty years.       Sans blague c'est pareil pour moi. Il y a quelques années j'ai commencé à apprendre l'anglais britannique à l'aide d'une méthode sur CD et j'étais vraiment en amour avec cette langue qui a peu à voir avec l'anglais bâtard parlé en Amérique du Nord. Mais à un moment donné j'ai commencé à sentir la langue anglaise entrer en moi et je n'aimais pas la sensation. Je me sentais sale. J'ai donc arrêté. De toute façon je n’en ai pas besoin sauf pour quelques phrases clé comme Speak to me in french fucking English-Canadian, half-american, second class anglo-saxon.

The movie is about a group of Allied soldiers who are tasked with finding and saving looted art before its destruction by the Nazis in the Second World War. One of the soldiers is James Granger (played by Matt Damon), who is an American museum curator from New York City. In recently liberated France, James Granger tries speaking French to three different French citizens and is told each time that his French is terrible. In one case he is told to switch to English in order to be better understood. The reason for Damon's very poor French becomes crystal clear when he tells one of the Frenchmen that he picked it up while studying in Montreal. They can't understand him because he learned shitty, bastardized Quebec Joual.

      Even Hollywood knows that Quebec Joual is a garbage version of French, and this fact is currently being broadcast in movie theaters around the world!

    Here's a potentially interesting story in the news. The Montreal-based company Mega Brands (formerly Mega Bloks) was officially bought out by toy giant Mattel today. Mattel claims they plan to keep the company and its HQ operating in Montreal, but then again, promises like these are often empty words when it comes to big business. If things in Quebec continue along a path of political and economical uncertainty, you can bet Mattel will relocate this head office to Toronto (or the States) on a moments notice. As a matter of fact, I'd bet on it....mark my words, months from now, there will be such an announcement.

    Also interesting to note, Mattel's history with other company takeovers abroad have not ended so well. Bluebird Toys had its UK HQ shutdown, Fisher Price's manufacturing plant was shutdown and moved to China. What does that say for Montreal, a backwater region with the highest taxes in North America, restriction language laws, disregard for freedom of religion, political uncertainty and dead last economically in Canada. If I were a multi-billion dollar cooperation, I'd move my assets out of Montreal in the blink of an eye.

    As a franco quebecois born and raised in quebec and stayed 1 year (unemployed) after graduating from the HEC with a BAA until I left for work to Calgary almost 10 years ago and have since travelled in several countries, I say this:
    quebec sucks.

    quebec is not business friendly and quebec society is openly socialist by definition.
    If I were in quebec right now I would seriously start to plan for a move out of province. Ontario is not a good, wise choice due to its poor economy. If I was a young graduate I would move to Alberta. If you stay in quebec it must be because you like it there and then you should all either shut the hell up, put up, enjoy quebec or move out.
    quebec is a dead end. Even my HEC peers told me that I was brave to leave and made a good decision. A few told me if they could move they would (wives said no).

  22. Not a response to the article but a suggestion to all who write here:

    On this site there are plenty of amazing writers with excellent arguments to demolish the separatist and language supremacists' ideas. However we are talking mostly to a crowd of the converted.

    I would suggest we all regularly go over the Journal de Montreal website where there are daily articles that take jabs at Anglos and promote the separatists cause. There are also plenty of articles about the ridiculous social and economic policies of our current government. When you look at the comments section below these articles, you will quickly come to the conclusion that we are dealing with a mostly lost cause when it comes to common sense. There are a few defenders of the non-separatist, pro-business cause but they are a minority. Most writers in the comments section of the blogs just preach the same stupidity we are used to seeing with our resident trolls.

    We should take some of the best arguments put forward on this site (with author's permission), translate them into French, and put them in the blog section of the J de Mtl.

    I would also suggest the following theme when responding to comments:

    We understand the separatist desire to create a unique Francophone country in North America. However we want no part of it because it is based on ethnicity, and is not financially viable. We are not against Quebec separating, we just want Montreal, the Anglo regions, and the regions that vote No to be exempt.

    I don't believe many separatists have heard these arguments before. They believe they can keep scaring the crap out of Anglos by threatening to separate. When you tell them you are in favour as long as we are not part of it, they will fall off their chair. The smart people here all know that Quebec's threat to separate is nothing more than a "petard mouillé".

      Cutie, if you read my letter you would know that the harm was done by Dr.Couillard. I am rreally disgusted with him, he needs to get a thicker skin. Well I tried to tell you that before but you wouldn't listen - he should have dumped that lady that didn't want to follow party policy right from the start and said he couldn't have people in his party that don't agree on the principles. That being said, be careful because you were right that there is no one else out there for us to support so give him as much as you can and then try to get things turned around. Right now we are under a big time constraint and now is not the time to turn on the party. I'm sure at 70 he wanted to retire anyway - not an easy job but especially here in quebec. Maybe in Verdun they voted for the man but most people vote for the party because not many of us know our reps. Fight for the liberals in any way you can because, as you said, who needs the PQ for yet another term. They will kill what little good will is left between the people that live here and there will end up being fights on the streets before they're finished. Don't forget Dr. Couillard is trying to change a lot of old timers thinking and if that's what he's doing, he on the right track. This stalemate will never end unless they change their tactics.

He was on his way out and I was not at the cash so there was no confrontation but there would have been had I been there 10 minutes earlier and in front of him through the cash. I have my speech all ready for the day that happens and everyone in the store will hear me loud and clear when he tells me "this is quebec; speak french".     7. Student, I regret that it is late, and I have neither the time nor the inclination to explain the history of Canada (including Quebec) to you. I have to leave it to your teachers, if you study history. But I do like a young person who wants to learn "bold" ideas. So I will give you a hint as to where you might find the path to more knowledge.

      You see...sovereignty is essentially ethno/cultural nationalism. These are old concepts from an earlier age. These ideas have not and do not work in modern Canada notwithstanding some of the wacky comments to this blog or what we read on Vigile. The majority of Canadian citizens, including Quebecers, get this and vote accordingly. We are all quite committed it seems - francos and anglos alike - to civic nationalism rather than ethnic nationalism. The facts speak for themselves. The independence of Quebec from Canada has not been achieved. And it is, contrary to the nationalist myths, an idea with a short history. Its 1960s -1970s power and fervent emotion continue to wane. Now, there are many objective reasons why it is a bad idea but the most convincing reason, for those of you who find the workings of advanced democracies interesting, is that it is a losing idea. The folks who want Quebec to separate can't get enough votes to make it happen! In the marketplace of ideas some win, some lose. They have tried very hard since the 60s but sovereignty is a loser = a bad idea = realpolitik. Student, I hope that helps. You know, I was a student once. Good luck on your midterms!

Take a look at Ukraine this morning and picture quebec should they not think twice about not following the rule of law.   38. @ Cutie: I know people at the Gazette, and I can tell you the paper has a policy of not allowing comments on certain issues -- the language conflict among them. But someone in the newsroom also has to "open" the comments so people can reply, and sometimes that person just forgets to hit the right button.

  39. Thank you for the info. I don't know why they would not allow comments on the language conflict when this is what half the population talk about all the time. It's certainly newsworthy when some of these language militants make the stupid statements they do and then the Gazette doesn't provide a forum for discussion of same stupid comments. Anyway, as I have no say in what these papers do and do not do, all I can do is write them a letter and tell them how I feel about it I guess. We certainly do have select journalism in this province and no legitimate democracy. Gets worse all the time.

    1. @MTL 1973, thanks for those figures on voters per electoral districts. Very telling but regrettably we are stuck with them for now because the last government didn't have the courage to address the problem.

      @Student, you will have to beef up your research skills if you ever want to graduate. For an intro to "nationalisme civique" try googling those 2 words with "Bernard Landry" who is a former spokesperson for civic nationalists. That is, between his tantrums directed at new immigrants who won't let Quebecers have "their" country. And I'm afraid I don't have a reckless bone in my body. I prefer facts. They don't let you down as often as uninformed opinion. The PQ may win this pending election. They will not get a "sweep". And they won't call a referendum they can't win. Therefore, they won't call a referendum. Write this down, Student, and we'll compare notes in 4 years. A lot can happen in 4 years. Who knows - you may even graduate by then. Just in time to get a high paying job in that new cement plant the PQ will build in Gaspe !

      And @YL, thanks for sharing another brilliant insight by J F Lisee about the key to a winning referendum. Wow ! They should make Lisee the honorary president of "Intellectuals for Sovereignty". But seriously, Y.L., we wicked Anglos have an old saying : In the kingdom of the blind, the one-eyed man is King. Just ask yourself ... where do I fit in here?

      well fact is pq is on its way to a majority, and fact is support for quebec's independance is higher than what it was prior to last referendum. you know how that ended. so how is claiming "they can't get the votes" not reckless in this context?
