Charter of Values - PQ Remains on Script

Quebec Politicians Debate Charter of religious neutrality under the Crucifix in the National Assembly

The PQ finally deposited its Charter of Values in the National Assembly Thursday, having renamed it "Charter Affirming The Values Of Secularism And The Religious Neutrality Of The State, As Well As The Equality Of Men And Women, And The Framing Of Accommodation Requests" a dog's breakfast if I ever heard one.

As you can read, or as I shall summarize, the PQ presented the bill in its harshest form, applying the law to everyone who remotely works for the government, paid directly or indirectly.

The bill would even apply to those outside workers who work for private companies, but on government projects or property, like plumbers, cleaning staff, construction workers or painters hired to work on a government buildings.

The one area where the law remains vague is on the sanction, nowhere does it say what will happen to a worker who is disobeys the law.
14. After a first failure by a personnel member of a public body to comply with the restriction on wearing a religious symbol, dialogue must be engaged in before any disciplinary measure is taken by the public body, in order to remind the person of their obligations and foster their compliance.
What a cop-out!
The clause clearly underscores the PQ's reluctance to define what will happen to those who disobey the law and who exactly will enforce it.

So are we to expect the creation of the 'OQL,' L'office Quebecois de la Laicité, complete with rat lines where people can squeal on scofflaws and where government inspectors may enter schools and hospitals in an effort to ferret out religious offenders.

At any rate, the PQ pretty much stuck to the script that I described in a blog piece I wrote last week; 
No Election? Don't be so sure... 

And so the PQ is playing the game exactly as I described, coming down hard and waiting to see how the polls react.

The CAQ cannot vote for the Bill as is and will be forced to side with the Liberals in defeating the government, knowing full well that will be decimated in the upcoming election.
But to let the bill pass as is, political suicide as well and would split the party to the point of internal destruction.
It will be a political Game of Chicken and test the nerve of both the PQ and the CAQ.

For the PQ, it is a case of poll-watching.
Should the numbers indicate they can win an election toeing the hard line, then they will remain firm.
But if things don't improve, they can always make enough compromises to satisfy the CAQ and remain in power.

All this will play out into the Spring of next year but I am reminded of the famous words of Bobby Burns
"The best laid schemes o' mice an' men
Gang aft a-gley, [often go awry]"

The continued deterioration of the Quebec economy will catch up to the PQ come budget time and it will be a question of either raising taxes or presenting a several billion dollar deficit.
The real test will be job creation which the PQ is desperately trying to cover by spending billions to create jobs.
If the unemployment rate rises any further, while the rate in Canada plummets, the PQ will never survive to see the Charter of Many Words enacted.

For Francois Legault, it is clearly question of being between a rock and a hard place, leaving him with just one viable option.

Vote with the Liberals to defeat the PQ in exchange for a minor partnership in a coalition government.

My dad used to have a favourite saying;
If you can't get the whole loaf of bread, take what you can get.

For Legault, his dream of becoming Premier is dead and so it is decision time. Members of his own caucus already know the party is a lame duck.

And so the political nonsense over the Charter goes on, distracting the population from the very real economic problems that we are ignoring.

My son, his lovely wife and my two grandchildren came in from Brooklyn for the weekend to introduce themselves to the newest member of our family...James, born to my daughter and her husband.

That's not the story....
My son picked up a Remembrance Day Poppy and wore it on his jacket back in the Brooklyn hospital where he works.
A patient asked him what the flower on his lapel represented, because he had seen it on television, on the breast of Mayor Rob Ford of Toronto, who is making news all over the world!

HaHa!!!!

  4. Why doesn't this law apply to folks at Bombardier, Alcoa, Ubisoft and all the other "private" enterprises sucking at the provincial teet? After all, only 45% of McGill's funding, and about 50% of Concordia's, comes from Quebec.

    1. Actually, West Isle, there is a joke in there. Concordia U. is (shamefully) my alma mater. I say shamefully because between how the Arabic students broke school property when Netanyahu was supposed to be a guest speaker and then how a number of scandals took place between faculty and administrators pocketing a few million dollars, you can just imagine how the Muslim students would react if the Quebec government told them they can't wear hijabs and other religious paraphernalia? The Netanyahu reaction would pale by comparison!

      On the other hand, I found it interesting that on the CTV National News, the night before 9/11, just hours before planes crashed into the World Trade Centre, the news carried a story about the tension between the Arab and Jewish students at Concordia.     6. Troy, I don't have the inclination to get into what could be volumes of debate and rebuttal. The worst sentiment against Israel is by those who want every Jew on the planet dead, let alone just in Israel. One of those peoples, up until a few years ago, had it written right in their manifesto they wanted Israel blown into the sea. You can do what you want with words on a parchment, but not what is in their hearts and minds.

      More often than not, before Israel retaliates with one bullet or rocket launcher, they stand with their hands behind their backs while the enemy of the moment launches several armaments before Israel retaliates, yet after enduring what they do before retaliation, the media writes little or nothing of it. Once Israel does so much as fire one gunshot after enduring passive resistance, the media is all over Israel. I've witnessed this time and time again.

      That didn't really answer the question at all. Even if the media had an anti-Israel bias, why would one presume that it is on the basis of hating a particular religious group, and not the actions of a sovereign state? Could this be the case for some people? Sure. I can't say I agree with Israel's settlement decisions, but I also wouldn't lump myself into being an anti Semite because of it.

      After the Tiananmen Square Protest, governments and organizations all over the world condemn the Chinese government. However, nobody accused them for being sinophobia. And people of Chinese descent all over the world do not feel offended by such condemnation.

      Now, the Israeli government attacked unarmed aid flotilla. They were condemned for the action. The Israeli government then apologized. Mississauga Guy felt offended and wrote that the condemnation was an anti-Semitic act.

      Can you explain the discrepancy here?

      Troy: What is this flotilla you refer to? Don't compare the communist Chinese government to Israel. There is no comparison. If you want an answer, then explain what this flotilla is, to whom it belongs and the incident. Too, Israel is a Jewish state that, thankfully, is a democracy and is ruled by secular law, not the the Islamic Republic of Iran where even women Christian news reporters have to wear a headscarf. News reporters in Israel don't have to wear anything in particular.

      When it comes to Israel, it's still difficult to separate religion and state because one particular religion forms the state government, so it's too easy to pretend the argument separates the Jews and the State of Israel.

      Don't you dare compare a dictatorship like China to a ANY democracy, not now, not ever!

    10. thatguy: On my car radio today, I heard John Kerry, the U.S. Secretary of State, is upset with Israeli PM Netenyahu because Israel is building settlements on what the Palestinians consider as THEIR land. Ask me if I care what John Kerry thinks, and also ask me if I care whether my opinions offend you.

      If you don't like what I have to write, then why don't you write John Kerry and ask what you can do to join in his crusade against Israelis building more settlements. Too, why don't you go off about what Clinton did in the Oslo Accord.

  5. Looking at how the crucifix hangs above the speaker's chair in the Blue Room, I can imagine some angry group getting in there to tear it right off the wall, and justifiably so if this legislation ever passes. If it does pass (I'm skeptical), Quebec will get exactly what it deserves.

    "4. In the exercise of their functions, personnel members of public bodies must exercise reserve with regard to expressing their religious beliefs."

    Yeah, right! And I remember how the Soviets wanted the 3,500 Canadian fans who dared fly to Moscow to catch the hockey Summit Series back in 1972 who were told to "exercise reserve" rooting for Team Canada at the Luzhnicki Ice Palace during the games played there. Didn't happen then, ain't gonna happen 40 years later.

  8. Mr. Sauga - Whether this so-called piece of legislation passes or not, matters little now, it's already too late. The PQ government, or any government for that matter, teaching that hate and discrimination are justifiable actions against other citizens, is a very serious danger. A critical danger. The Charter amounts drenching a small room with gasoline to the point it's flooded, handing out matches to the people inhabiting that room, and then talking repeatably about how much fun playing with matches can be. Only a matter of time before things ignite and we all get burned.

    They've actually published a bloody pictorial, a chart showing which ethnics to target. Yeah, that's precisely what it is, not some bullshit suggestion about what clothes not to wear so not offend others, or neutrality of the state. HAH, if the Parti Quebecois were in charge of the Holocaust, I bet they would word and spin it in the most positive sounding ways.

    Some will say this is just a stunt to get re-elected, and not to worry because it probably won't pass. Well, like it or not, the message HAS already gone out to the vastly ignorant and brainwashed Quebec public. That message is there are foreign entities living in Quebec and its up to the average citizen to take actions into their own hands to purify the problem. Things are going to get ugly, and fast. Essentially they've opened the Pandora's Box and there's no going back now.

    Of course you know this as well as I do. I'm more directing this towards others out there who think this will just pass...it'll all blow over and we'll get back to normality. Good luck with that. Quebec as a whole has reached a point of no return and I really don't want to be around when things finally fall to pieces, in more ways than one.

Yes, the ignorant and hateful of society will internalize and consider what this government is doing as legitimate, but like the old Confederate States, they will be looked upon with scorn. They have already brought negative attention to themselves worldwide (just like Toronto mayor Rob Ford), so they will continue to be seen as a laughingstock because that's exactly what they are.

      If by some dumb luck they succeed and this wedge issue leads to separation, so much the better. Eliminating all those equalization payments and other federal goodies, it will cut our deficit in half, and Quebec will far worse than Greece because Greece at least is being supported, albeit grudgingly, by the EEC and the Euro. The Germans are pissed off big-time, but the dumbasses who decided to go to a common currency are now hearing all the I-told-you-so's by the naysayers of the day. Quebec will be out of NAFTA, and if Canada is smart, they will NEVER allow Quebec to be part of NAFTA and, if it comes to pass, the new trade deal being worked out with the EEC. Quebec will be an island unto itself. Canada will have its deal with the EEC locked up, America will have its deal as well, and good luck to Quebec trying to get the EEC into its own deal.

      I say Quebec should go for it. I won't lose a wink of sleep regardless of what Quebec ends up doing.

    3. Well Quebec is on course to disaster, a total meltdown if you will. It's coming, and no new mayors, new governments, charters or investigative commissions on corruption will prevent it. As I've said before, Quebec is a lost cause. The only thing that can be saved now is Canada, from Quebec, by cutting it loose as soon as possible. I wonder when the rest of Canada wakes up.

      As far as Quebec's 'Charter of Hate' goes, can't the PQ just use the Not Withstanding Clause to push this load of crap through? Of course like I said, the damage is already done regardless if its made law or not. I'm just curious how much a corrupt and criminal government can get away with...

    4. Apple: First of all, re the Notwithstanding Clause, the answer to your question, at least to this legal layman, is yes...and no. I would think they could use Section 33 of the Constitution as a weapon, but there is election strategy at play here. This Bill 60 is more of an embellishment, a manifesto if you will, to rile up everybody back to the goings-on when Bill 101 became law in 1977.

      These dumb-assed separatists are desperately seeking every and any way they can to rile up emotions, much like what happened when Bill 101 was being enforced in the late 70s. They're primarily picking on smaller businesses over the pettiest of violations, or just to stir the s--t.where there really is no violation. I remember a story on CJAD when it was still a viable radio station. There was one radio personality back in the day named Helen Gougeon talking about one small business, I think on the Main, that got in hot water because his cash register receipts printed "APR" for April instead of "AVR" for avril. All this b.s. over one letter on a cash register receipt. Now they're crazily telling Italian restaurateurs that "pasta" is not an acceptable word, and to tape over the words ON and OFF on electric switches.

      History is repeating itself, but sadly, outside Quebec, there is still a lot of ignorance and indifference. Canadians, esp. those far removed from Quebec, need to be educated where there money is being pissed against a wall, and that Quebec sees the rest of us as just their piggy bank. It is only when they realize who is draining their wallets that anything constructive will start to happen. Harper knows this full well, and the feds already said they would fight Bill 60 in the unlikely event it becomes law. Trudeau and Mulcair would just sit there with their thumbs up their rectums.

      My only hope at this point is that when Quebec inevitably hits the wall, Harper will still be PM, because if it's Trudeau or Mulcair, you can be sure it is the rest of us who will pay for Quebec's bail-out--BIG-TIME!

      As for "corrupt and criminal government" testing the limits, look how far Hitler and Milosovic in Serbia went. Remember what the Hutus did to the Tutsies in Rwanda just 19 short years ago? Really, Apple!

      While Galganov makes some very valid points, his tone and attitude is one of arrogance. Yes, the anglophone community and indeed the Jewish community had for years gone the appeasement route and that is part of why we are in the situation we are in today..but the fault also lies with the francophone majority...the ones who are now protesting the charter should have been out there protesting repressive language laws. Even now the business leaders who are against the charter and are against what is happening in Quebec economically, are too afraid to speak out lest it cut into their business. The appeasement and silence from those who disagree with the government's policies...and people fleeing instead of fighting has contributed to this problem. Not to mention the ignorant masses who first allowed Duplessis and the Church to control their thinking and now allow the PQ to control their thinking. In other words, this generation is just following the same mindset as the last generation. The Quiet Revolution didn't really teach them how to think for themselves.       What happens if someone doesn't take off their symbol? They will. No, but what if they don't? I think they will. Ok but if they don't what will happen to them. We'll sit down and convince them. And if that doesn't work? I don't think it'll come to that.

      For someone who thinks this law is so just and need to be put in place he sure won't say they'll be firing people for not complying. He also always cites religious accommodations as being the impetus for the bill yet the (very few) cases he cites have nothing to do with religious symbols and the gender ones he refers to are already handled by the Quebec human rights commission (as gender equality is already protected), or in the case of the YMCA was worked out by the members without any government intervention. Daycares need to abide by it but not private schools because of the ages? A 6 month old can't even understand language but they think they'll be swayed to a certain religion after seeing a hijab? While the 6 year old who is impressionable is fine, I know education isn't the PQ's forte (they think learning multiple languages at a younger age is more difficult) but crack a childhood development book sometime. He finds limiting beards is a ridiculous notion, yet he is bringing in the clothing police, who will be measuring cross size.

      That is why Mutsumi Takahashi is Mutsumi Takahashi and not Katie Couric or Barbara Walters or Diane Sawyer. If she were one of those women, she would have the rough number of physicians and nurses in hospitals in Montreal wearing specified religious symbols: yarmulke, dastar and jilbab. She would then ask what the government would do to them if they refused to take the items off. Further question should have been whether the government was ready to replace that number of people, many of whom have stated publicly that they would have moved should the bill have become law.

    Ann, you have to take into consideration the fact that the Church ran things in France, The people here were just continuing the only life style that they knew for centuries. the French have always looked for someone to lead them and take care of their needs. Take for example the mess DeGaulle put france in. It took a strike that involved the whole country to get rid of him, which is what's needed here.
    Galganov was exactly what we don't need. We need to work with the French and show them the truth. Getting their backs up won't help. We, the English did not appease the French in the 70's and 80's we were busy building our homes and our lives and barely noticed the creeping coldness pervailing the scene. Most francophones are more or less trapped here forever because of their lack of english skills and they can thank the PQ for that.       Complicated, You're right. I feel sorry for the average Franco. If payments are cut off 90% of welfare will be gone. These good people have families, kids that need food and clothes. We're talking about millions of hungry people. It's pretty hard to educate the masses as to what's coming as the French press is mostly separatist and keeps a lid on information. If there is a way to get around them I think it might be the premier's conference in December. Much of it will be telecast on French and English channels. If they talk about cutting the transfer payments it will wake some up to the danger they are in. I have a feeling there will be an election before that happens. Before the masses hear that such a thing is possible.. I believe harper is callous enough to do this so he could step in and save them from there own little Biafra. The votes he would reap in Quebec (Millions) would put him overv the top. If the transfer payments are cut it would be the other provinces' fault.       Quebec's present management is a very poor indicator of how it would fare as an independent nation.

      Many on this blog have repeated it time and again to separatists - your present management of the economy and trade policies ARE NOT SUSTAINABLE.

      How would it be better? In the event of sovereignty, Quebec would have to:

      1. Raise taxes (no choice)
      2. Slash social spending (goodbye $7/day daycare)
      3. Find a way to deal with massive protests from public unions
      4. Find a way to deal with massive protests from student unions
      5. Indebt itself further to finance infrastructure projects that were going to be financed by Ottawa

      That's just five - I could go on and on. Let us not forget that Hydro Quebec would be in peril and that the Churchill Falls agreement will elapse and that NFLD will not get taken a second time.

      So please student, give us an elaborate, thoughtful answer as to what levers Quebec could use to make everything right.

I don't even know why you try and have a debate about separation with Student, it is undebatable because her wanting independence does not come from a place of reason, so there are no arguments to latch on to. Sovereignty is like a religion to some separatists, they can't prove it is needed or things would be better with it, it's just something they take on faith because it's been sold to them at a young age and they continue to believe it is the only way to move forward, to them it is a forgone conclusion. When pressed as to why it is needed student will say freedom, when what is really meant is more power for the state. Why is this needed? So that Quebec can make more decisions. Why is this needed ? Because Quebec will make better decisions.

      There of course is the rub, better decisions. Look around you at an indebted province, with crumbling infrastructure, a sputtering economy, inefficiencies in all provincial government departments and companies, a poor healthcare system, rampant corruption and a government in the face of all of this who uses it's power to focus on discriminating against minorities instead of solving real problems. Quebec can not make very good choices for the powers it has now, but you're going to assume if Quebec separates, the same politicians, the same bureaucrats who could not solve Quebec's current problems will magically solve them and handle all of the newly added responsibilities? The major change is Quebec will no longer be beholden to the Canadian charter of rights and freedoms, which means all of the laws that have been struck down over the years for being unconstitutional will be back on the table, and probably even more, so much for separating for freedom, in all likelihood there will be less personal freedoms in a independent Quebec.

      So how does a separatist reconcile all of this? Wishful thinking. That's why it is undebatable. The plan is essentially
      Step 1. Separation
      Step 2. ????
      Step 3. Everything is magically much better.
      So it's about as fruitful as trying to convince a religious person that there is no heaven.

      That makes no sense because the taxes Quebec collects from it's citizens and the equalization payments it collects from Canada is not enough to keep the province of Quebec in the black. Quebec collects more in equalization payments than it gives to the Feds. So how would Quebec be able to sustain itself if it were to become independent?

      If Quebec really wanted independence it would refuse the extra funds the feds send in the equalization payment.

      The parallels of 1920's and 30's Vienna to modern day Quebec are quite disturbing. The interesting thing was the same mindset occurred then as now. It-could-never-happen-here. What kind of a country IS Canada if basic human rights and freedoms mean nothing? If the federal government cannot or will not step in, then the rest of the country should remove Quebec from the Canadian federation. Otherwise what is the point of a country that boasts freedom if some regions can opt out?

      Now: 40 billion in taxes to Ottawa; 58 billion from Ottawa to Quebec = a surplus of 18 billion or 58 billion total to spend.
      Student's plan: 40 billion in taxes = 40 billion total to spend which is 18 billion less than now. Meaning that there is a short fall of 18 billion wherein Quebec has to either raise taxes to cover this, cut spending, go more in debt or do all three.

Forgive me if I'm a tad bit dubious of a book that was written by a former Bloc researcher, advisor to Gilles Duceppe and current Pauline Marois' advisor, which has a foreword from Jean Francois Lisee, whom just coincidentally posted the blog post praising the book in your second link, and that was published by Quebecor. I know that kind of sounds like a set up to a joke, but that’s all true.

      Some of the argument put forward by the book are clearly strawmen. Quebec would save money by separating because it would not have to support duplicated services! Well yes that is true, Quebec would also save that same money by staying in Canada but not having opened or by closing down these duplicated services. It's as if someone built a fence, then you decide after the fence is done to build your own fence right next to it then complain to everyone that the other guy wasted money by building the first fence.

      He also makes a number of wishful thinking calculations that if more investments were put into Quebec industries they would definitely take off regardless of the actual demand, and the numbers he used included the one time huge investment to save the auto industry in Ontario, they were during the recession and he makes the huge assumption that Quebec’s new larger bureaucracy would be efficient, which is hilarious. Some estimates are made using different year data. He bemoans that subsidiaries for oil and natural gas are not given to Quebec, even though it has been Quebec who has decided not to venture those activities, and those activities are what bring in wealth and tax dollars that are shared with all of Canada.

      That is so unfair!

      I wouldn't say Martin Coiteux was ridiculized, mostly because that's not a word, but also because he wasn't ridiculed, to say these calculations are a science would be very disingenuous and the two men clearly have different ideas of the proper way to calculate the estimates, simply by stating what he did in response to Mr. Coiteux, does not mean Mr. Gobeil did the correct thing. Nor would I call this a dialogue there is no back and forth at all, talk about one sided. Mr Coiteux shut down his blog because he was hired by the Bank of Canada to oversee the Bank’s Business Outlook Survey for all of Quebec, and as a government employee could not keep a political blog. Now who am I more likely to believe an economist who works for the most important economics institution in the country or separatist adviser (whose credentials don't seem to be stated anywhere) who is paid to tell people what they want to hear ? Tough call.

      The most damning indication about the book is no one has taken it seriously, Martin Coiteux was the only person who bothered to even respond to it and that was on a blog post. The analysis is wholly unreplicable because any one change in the methodology could have a huge impact on the result, many of these decisions are made on nothing but guesses and to even check if the analysis was done right would take an untenable amount of time.

      So what’s the take away? You can look at the actual real number from statistics Canada and get a 5 billion deficit or you can run a whole lot or unreproducable estimates and get a 2 billion surplus, which incidentally would have been mostly wiped out anyway this year anyway by the increased spending and the resulting increased deficit the PQ will run us, what are we at 2.3 billion as of July? But I'm sure Quebec is completely viable, I don't foresee any upcoming large expenses in terms of roadwork, overpasses, bridges and buildings that will need to be replaced due to neglect, I'm sure they'll be just as many immigrants coming into Quebec and the population won't age and I'm sure they won't be any brain drain after separation, or disruption to business, it'll really be exactly the same except for the changes in federal expenses, lol the separatist fairy tale.

You know I look at the TV this morning and see the natural disaster that has happened to the poor souls in the Philippines and this happened in a one day situation whereby people are without homes, food and water. Up to 10,000 people killed; the approx. count so far and here we are in a situation where we have people just begging to bring strife, the likes that Canada has never seen, down on the heads of residents of a perfectly sound and good country for absolutely no damn reason whatsoever.       Oh so if we could show that the PQ's actions have let to more intolerance, you would think that we can directly blame the PQ for the actions of others? Well that won't be very hard, we could just look at the increase in intolerance incidents since they started advocating for the charter, still not good enough? How about those incidents where the perpetrators specifically referenced the governments plan for why they though they were justified ex "the government is going to make you take it off", yeah that'll do.

      Sure there'd be a difference, if they were introducing something that was actually secular and even handed. What they're actually introducing is not neutral it's anti-religious, which is bad enough, but they're also doing it in an extremely biased way permitting everything christian (except for comically oversized crosses that no one wears) while forbidding the important religious symbols from the other religions.
