Seven Dirty Lies of the Sovereignty Movement

I'm going to forgo the usual bustle of the French versus English Friday post this week because quite honestly, I've been out of the country and just haven't had the necessary time to devote to culling the many, many stories that have propagated in the news pages concerning the ongoing linguistic war being waged by the PQ government and its dark minions of evil on the English and Ethnic citizens of Quebec.

And so I'm presenting this post, which I wrote a while back for just such an occasion. It concerns the vast campaign of disinformation being waged by Franco-supremacists in order to brainwash the masses into believing that they are a sad, exploited and put upon nation, living in imminent danger of having its values, culture and language destroyed by the evil Anglos.


Lie # 1
Quebec Anglos are the best treated minority in the world
I've started out with this oft-repeated bit of nonsense because it is without a doubt the easiest to refute.
Every time I hear a Franco-supremacist repeat this bit of drivel, I ask but one question....

"What about the Natives?"

Hmmm.... That has them backpedalling fast, but no matter, Anglo-Quebecers aren't even the second best treated minority in Canada, that would be of course French-speaking Canadians.

It boggles the mind that this ridiculous myth has any legs at all.
Let us remember that on an Air Canada flight between Victoria and Vancouver (in a province where less than 1.6% of citizens are French,) a passenger has the absolute right to be served in French, while on a city bus driving between Montreal West and Hampstead, (where 80% of citizens are English-speaking,) the driver is protected by law from answering any question in English.

From coast to coast, Quebec Francophones seem to be oblivious to the protection afforded their language by the federal government and official bilingualism.

I flew into Montreal a couple of nights ago on a Westjet flight from the United States where the cabin crew barely spoke a word of French but had at least one member of the crew who did speak some French, because the law demanded that it be that way.
Whether in a Via train in Saskatchewan or a Westjet flight to Montreal, French is under the judicious protection of the federal government.
That is why a box of corn flakes or a bottle of ketchup  is bilingual, even in Nunivat.
An international conference sponsored by the federal government in Toronto will be forced to be bilingual and the cost of this national bilingualism is borne largely by English citizens across Canada, who in reality have little or no use for French, other than respect.

For Francophones who don't understand, imagine the benefit to Spanish culture if the United States government imposed the same official language act that we live under in Canada, in that case, in favour of Spanish.

Them's the facts.

Lie #2
Quebec is Anglicizing
How is it that the PQ government can make the startling claim that the province is Anglicizing without a shred of evidence?

There exists not one bona fide study or report prepared by any reputable organization that so much as hints that Quebec is becoming more English.
It is in fact one of the great lies of Franco-supremacists that English is on the upswing in Quebec.

Every single report that I've seen, maintains that after decades of decline, the best the English community can hope for is to see their numbers stabilize. This even includes those immigrants who are absorbed into the English side of the linguistic equation.

As for the 'pernicious' growing influence of English in Montreal, it really has to do with altered perceptions, where the sight of one English or bilingual sign sends militants into convulsions. The overreaction is based in fact on how well the city has been sanitized.
 As for the other complaint that workers are being asked to speak English as well as French on the job, a fate worse than death, there is no documentary evidence that this is on the increase.
In fact, it is more likely on the decline, a view every bit as valid as those that believe that bilingualism is on the upswing, because, once again, there is ABSOLUTELY NO DOCUMENTARY EVIDENCE.

Looking back 150 years, there is no period of time where English had less of an influence in Quebec than today and I defy anyone to present documentary evidence to the contrary.

As for the idea that any perceived increase in the use of English by francophones will lead Quebecers to abandon their culture and language, I would ask any of our militant commenters whether anyone in their family has turned into a tea-drinking, Queen-loving Anglo turncoat because they learned to order breakfast in English.
Even those highly educated francophones who speak flawless English, like Jacques Parizeau or Jean-François Lisée don't seem to be in much danger of abandoning their roots and so I must conclude that according to them,  it is only weak-minded Hoi-polloi who are in danger.

These cries that French is in danger is nothing more than a separatist ploy to whip up support for sovereignty through fear, and reminds me of the folk tale of Chicken Little who falsely propagated the hysterical and mistaken belief that the sky was falling, all because an acorn fell on its head.


Lie#3
Anglos stole the 1995 referendum
Once more a case of wishful thinking.
The argument is that Ottawa and murky underground anglo groups illegally funded anti-sovereignty activities in direct contravention of the referendum law, with the famous pre-referendum Unity Rally in Montreal, which became known as the infamous 'Love-In' serving as the best example.

There is no doubt that forces outside Quebec spent money, but the referendum law that prohibited these acts was itself found overly restrictive by the courts and those charged with contravening the spending aspect of the act saw the charges against them dropped.
If anyone tried to steal the referendum it was the PQ with its ridiculous referendum law which they knew could never stand a legal test.
Their thinking was that the referendum would be over before a court challenge could ever be resolved and in this respect their thinking was bang on. Separatists are angry because some of us refused to play by their crooked rules.
I distinctly remember our group receiving at least two private legal opinions before the referendum that the law could not be upheld and that spending by outsiders was perfectly legal.
Separatists who complain that Anglos stole the referendum remind me of a bank robber who complains that his partner in crime divided up the booty unfairly.  Tough noogies!
After the referendum, the Chief Electoral Officer of Quebec, Pierre F. Côté, filed 20 criminal charges of illegal expenditures by Option Canada and others on behalf of the "No" side, which were dropped after the Supreme Court of Canada ruled that parts of the referendum law were too restrictive on third-party spending. "All the big fuss is based on two fallacies : First, that it was illegal for Ottawa to spend money defending federalism, unless it was authorized by the Non umbrella committee. Secondly, that private citizens or companies from outside Quebec could not spend money on a trip to Montreal unless it was also authorized and included in the spending permitted by Quebec’s Referendum Act.
In fact, during the 1980 referendum on sovereignty-association, federal government spending was challenged before the Referendum Council, set up under the Referendum Act. The decision rendered May 16, 1980, in Boucher vs. Mediacom, written by Chief Justice Alan Gold of the Quebec Superior Court was that the federal government was in no way bound by the spending restrictions imposed by the Referendum Act. "No law affects the rights of the Crown, unless they are specifically included, or again unless (the Crown) accepted it, which is not the case here, so that even the government of Quebec is not bound by the Referendum Act, 1978, Chapter 6. A fortiori, the government of Canada is not bound by the Quebec legislation unless it has accepted to be bound, which likewise is not the case."  Read more by William Johnson
The other complaint by sovereigntists is that new immigrants had their citizenship applications allegedly speeded up by Ottawa to make them eligible to vote in the referendum.
The other complaint is that students from outside the province voted illegally, both groups tipping the balance in favour of the NO side.

Even if this was true, which it was not, the numbers just don't add up to 54,000 votes, enough to tip the balance and in fact only 32 students were ever fined for voting illegally.

Also forgotten in all this is the 10,000 votes that were stricken from English ridings by scrutineers chosen by the PQ.
"Controversy arose over whether the scrutineers of the Chomedey, Marguerite-Bourgeois and Laurier-Dorion ridings had rejected numerous ballots without valid reasons, mostly by being overly strict on what marks voters could use to indicate their choices (for instance, rejecting ballots with check-marks or "X"s that were crooked, too large, made with a pen instead of a pencil, etc.). In these ridings the "No" vote was dominant, and the proportion of rejected ballots was 12%, 5.5% and 3.6%. In the riding of Chomedey, an average of 1 of every 9 ballots were rejected. Thomas Mulcair, member of the Quebec National Assembly for Chomedey, told reporters after the vote that there was "an orchestrated attempt to steal the vote" in his riding. Wikipedia
Lie#4
Quebec pays more to Ottawa than it receives
This pearl is laughable because only those who with the mentality of someone who believes in the tooth fairy or a flat Earth can muster the blind faith to adhere to a precept so patently false.
A leading Quebec economist has reported that for every $1.00 Quebec contributes to Ottawa, it receives back $1.45.
One of the more interesting ploys of Quebec separatists is to harp upon the programs where Quebec is short-changed, never willing to add up the total benefits/contributions of all the programs to come to a fair conclusion.
Every time you hear Pauline or other separatists rail against Ottawa's over-contribution to the shipbuilding programs in other provinces, or support for auto workers in Ontario or tax breaks for the Oil sands, you are seeing the dishonest process of cherry-picking.

 Most Quebecers know in their hearts where the truth lies and the fact that they don't really believe in this lie is in fact, the biggest impediment to sovereignty.
If it were true that Quebec was a net contributor to Canada's finances, the province would have been independent long ago.
Imagine if Alberta's Oil Sands were located in Quebec. Arggghhhh!........

Lie#5
Quebec's poor financial state is overstated
Separatists will always find a way to deny reality, especially when that reality is unpleasant.
Quebec's poor financial situation is one area that they have been working overtime to cherry-pick and massage data to create an alternate universe.

My favourite is the case made that Quebec's debt is not so serious because assets that would appear on a corporate balance sheet, mitigating debt, are not considered by the enemies of Quebec.

In other words it is unfair to say Quebec's debt is high if one doesn't consider it's assets or to put it simply, it's like considering a house mortgage as a liability without offsetting it by the value of the house.
And so we are told that Quebec's relative debt is really much, much smaller because of the massive asset that is represented by Hydro-Quebec, valued by militants at over $100 billion. To them, when considering the province's indebtedness (which is about $150 billion,)  one needs to subtract the value of Hydro-Quebec.

It's a neat argument that sounds good but one that fails on many grounds.
Firstly, you can't count the value of the cow and the value of it's milk production at the same time. It's one or the other.

The $100 billion valuation for Hydro-Quebec is vastly exaggerated, the state-run power agency only produces about $3 billion in profit which would place the real value on the market at a lot less unless electricity fees would be allowed to rise to market rates, not likely.
Anyways, Quebecers have been brainwashed into believing that Hydro-Quebec is a national treasure and there is no scenario that can realistically envision it being sold off.

Secondly, almost half the profit generated by Hydro comes from power obtained cheaply from Newfoundland and with the deal set to expire in twenty-five years, investors, especially institutions would discount the value of the company substantially.
Thirdly, electricity prices are collapsing in the USA, Hydro's main export market, due to conservation efforts and the vast pools of shale gas coming to market, undercutting the cost of power from Hydro-Quebec for the first time ever.

Each year Hydro-Quebec contributes about $3 billion to the Quebec budget and if it were to be sold, that money would have to be replaced. Quebec would pay less interest as it paid down the debt with the proceeds of the Hydro-Quebec sale, but it wouldn't be much farther ahead.

It is also a question of cash-flow.
Think of the proverbial aristocratic English family, living in an expensive-to-run castle that has lots of expensive heirlooms and paintings, perhaps worth millions of pounds, but without selling them off there is not enough money to pay the bills.

Between public service pension obligations that are skyrocketing and an over-bloated public service, coupled with a Cadillac entitlement  program, Quebec is not generating enough funds to pay for it's spending.
Over the last two decades the shortfall in revenue has been filled by public borrowing and an increasingly generous bailout program from Ottawa via equalization payments, now standing at $8.5 billion a year. It is only a matter of a few short years before Quebec reaches its very own fiscal cliff.




 Quebec may not be Greece, but it is no Switzerland, that is for sure.
To believe that Quebec is in decent financial shape is a case of whistling through the graveyard.

Lie#6
Montreal is a French city 
The depiction by the OQLF and French language militants  of Montreal as a French city under attack by English forces determined to bilingualize and thus conquer the city is perhaps the greatest and most pernicious lie of the sovereignty movement.

Not to put too fine a point on it, Montreal was built by the English and Scots, with most of the heavy lifting done by the Irish.
It is a historical fact, evidenced by the almost exclusively English-named streets that crisscross the downtown core.

Again to quote French militant numbers, Montreal has only 49% French speaking citizens with French as mother-tongue, with most of them living in the inconspicuous wasteland of the East end.
Parts west of St. Denis, including the dynamic downtown core, the university districts and the artistically creative neighbourhoods, and in fact anything of interest in Montreal, lies in what may be the most bilingual city in the world.... Montreal, west of St. Denis.
When I say bilingual, it is because you can find Francophones, Anglophones and Ethnics, perfectly comfortable speaking English and French.
If you visited Montreal from Canada or abroad , I'm sure you'll attest to that fact.

Montreal's bilingualism makes it one of the most dynamic and exciting places to live in North America and it's no accident that the serendipitous mix has led Montreal to remain the creative capital of Canada and in fact one of the most influential centres of culture, art and music in North America.

To French language militants, the success of McGill University, Arcade Fire, Montreal smoked meat and world famous bagels are humiliations, rather than sources of pride.

To them all I can say is Bah, Humbug!

Lie#7
Quebec's English population makes up just 8.5% of Quebec's population.
Here is another neat trick employed by militants to alter reality, by claiming that Quebec's Anglo population is only 8.5% while Statistics Canada pegs that number at 13.5%
How do  the separatists justify the lower number?
By cleverly using the mother-tongue argument to sidestep reality.
It is indeed a fact that only 8.5% of Quebecers have English as a mother tongue, but many Quebecers without English as a mother tongue use English day to day, making them Anglophones by fact.

Let's go by the numbers provided by militants themselves, who claim that Quebecers with French as a mother-tongue has fallen to 79% of the total population of Quebec .
Add the 79% number of Francophones 'de souche' to the 8.5% English 'de souche', (numbers that these militants themselves offer,) and it yields a total of 87.5% of the total Quebec population.
That leaves the remainder, or 12.5% of Quebecers as those with neither French or English as a mother tongue.

French militants have long complained that close to half of 'les autres' (45%) are integrating into the Anglophone community. (these are their own numbers, not mine) and so about 45% of the 12.5% or  5.65%, align themselves with the English community and the other 6.85% align themselves with the francophone majority.
Do the math, even separatists can do their sums when they want to..
8.5% Anglophone English speakers,  plus 5.65% Ethnic English speakers yields 14.15% English speakers in Quebec.
Hmm.... that number corresponds closely with what Statistics Canada tells us!


Every time you hear the separatist talking about English as a mother tongue, it is just another device to lower the numbers of those who prefer to speak English.

Statistical manipulation and cherry-picking, lies and outright bullshit is stock in trade for Franco-supremacists.
Remeber these few facts when confronted with their cruel attempts to mislead.

  2. Who gives a shit about people who chose to immigrate to Quebec and then not bother to learn the majority language, instead learning the language of a small minority. The only Anglophones who matter in Quebec are English-speaking aboriginals and member of the Anglo-Quebecois and English Canadian English-speaking communities. If you're an Allophone who learned English but did not bother learning French and yet chose to live in Quebec, that's your own goddam fault.

    2. yes, Land, typical separatist drivel...Anyway, French are a minority in Canada and will always be. Even in Montreal, Anglos and Allos are 63.5% (read some statistics, I mean, the real ones, not the ones pulled out by Liseé or Beaulieu).
      Clear: Montreal never was and will never be a French city. Paris is a French city, Nîmes is a French city. But Montreal, not at all.

  3. Yes, Anglo-Quebecois, First Nations peoples, and English Canadians deserve to have language rights in Quebec. That was part of the grand bargain which forms the fundamental underpinnings of the Canadian Confederation and which governs the relationships among its founding nations. And yes, moreover, certain aspects of Bill 14 and of the Marois' government program go much too far in abrogating these historic rights. If, however, your native language is Italian, Chinese, Yiddish, Greek, or whatever else and you chose to immigrate to Quebec and to learn English instead of French in a jurisdiction where nearly 90% of the population speaks French as their first official language, then it's safe to say that it's your goddamn fault if some sectors of Francophone majority resent you. They don't resent you because you're an immigrant; they don't rest because your native language is not French; Hell, they don't even resent you because you speak English. The ones who resent you for learning them both are close-minded, culturally-illiterate kooks. They resent you because in choosing to learn English while brushing aside the language of the majority, you have shown an unspeakably flagrant level of disrespect to your host society. Even if it may have made sense to learn English first if you arrived in Montreal prior to the Quiet Revolution and to passage of Bill 101 some 10 or 15 years later, in choosing to learn the language of your host society's minority upon arriving here, you greatly increase the level of obligation that you have to learn the language of its majority and the right that its majority has to impose burdens on you for choosing not to do so.

    2. Anonymous, by your own argument, french people should be speaking english because that is the language of the majority in this nation.
      If you think it is disrespectful not to learn another language, maybe its time you learned another. It takes thousands of hours of practice to learn a second language. Maybe you should spend 3,000 hours cleaning toilets, without pay, out of respect, too. If you want me to do something useless, you should pay me to do it. Don't assume that I will undertake a major investment out of love for a group of people that treat me like garbage.
      If French people can't convince Quebecers to learn french, it is not those people are disrespectful, it is because THEY HAVE BETTER THINGS TO DO. Besides, why should we perpetuate a cultural genocide against the Russians and Vietnamese and Mexicans and English and Indians and Arabs and Jews "out of respect" for French?
      It is quite clear that they do not have respect for us.

      I’m sure I’ve mentioned this already, but I will re-iterate to make a point:

      The moment I leave my front door in the morning, I speak French…this is automatic, it just happens and for the entire day when I am out and about, at my place of work, in shops, in the subway, (lol), I speak French, so…yes…and so what? If I were in Switzerland and walking the streets on the German side, I would speak German. If I were on the French side, I would speak French, and if I were on the Italian side, I would speak Italian. Why? Language is simply a tool. It is a key we use to unlock the gates of human interaction. But here, in this province, it’s been muddle with Identity and this is a grave folly. It is this province’s undoing. Also if "they" resent me (as you state), for choosing English (and I am not " brushing aside the language”…please read the first statement I made in this post), even though I completely do respect them, it is more because they feel "wounded" by my choice. They feel hurt that, given the chance, my tendency is toward English…THAT IS WHY THEY RESENT ME, not because they feel disrespected. I, and probably the majority of all Allos, are more than cognizant of the Language sensitivities here locally consequently, we always extend Respect, by addressing a Francophone, in French.

      But let’s come back to …this sense of "injury" and "hurt" you all feel when faced with someone preferring English instead of French as their Language of choice. YOU should get over it. I don’t know how else to say this. The entire planet prefers English, as the international language of communication. That is just how it is. It is the ‘Lingua-Franca’ the world over. Does that "wound" you too? Will you stop Global Trade because YOU are forced to communicate in English, and this "upsets" you. "OH MY …THE TRAVESTY OF IT ALL!"       Finally, rather than frowning and throwing a tantrum over the fact that others may choose English over French (some among you as well), you should really focus on Editor’s present post. This man ….who should win an award for his efforts here and has your back more than you will ever know or could ever appreciate, is enlightening the bunch of you. He is educating YOU. He is opening your eyes and he is delivering you from the depths of darkness: ignorance. Pay attention and you should definitely cut him a check. Take it and run. Re-read his post again, and LISTEN with OPEN EYES! Try the exercise of ‘Objectivity’, it may lead you to discovering …you actually had it in you.

      WE are not the ones you should fear, we are not your enemies. Those…are among you.

  4. Who decided the borders of Quebec are the end-all-and-be-all in deciding who speaks what?

    There are areas of Quebec that are majority anglo and what you’re saying is that francophones who immigrate there should learn English first and that anglophones who immigrate to areas outside Quebec that are majority francophone should learn French first.

    In fact, what you’re really saying is that ALL francophone immigrants to Canada should learn English first, since that’s the majority language of their host society.

    The reason immigrants speak English first is because they knew it when they came here. Nearly every other country in the world is more English minded than Quebec.
    Editor, Your mention of shipbuilding contracts brings to mind that the only shipbuilder left in Quebec is Davie yards at Sorel. Vickers in Montreal was one of the world's greatest ship builders but had to close down because the French language destroyed forwarding in Montreal and closed the harbour. Vickers built over a hundred ships during WWII. They built submarines in the first world war but experience didn't matter. Work was given to Davie because they hired French workers. Vickers hired men who had been at sea especially in wartime and was seen as an English company, which it was being the son of the giant Vickers company in England.
    Vickers died because it's workers spoke English. Much the same as Dominion Engineerng who had a reprehensible habit of hiring McGill grads. Their work was given to Lavalin whose roads and underpasses are crumbling but at least they're crumbling in French. Ed

    3. There is another factor that is being ignored. Most of the non french speaking immigrants coming to Quebec are from communities that already have ties to English Quebec. For the most part they were sponsored through family already integrated into the English side of Quebec and of course these immigrants are going to integrate towards where their family already are, working and socializing in English. Then you have students on temporary visa that apply for permanent immigration a large % are going to Mcgill and Concordia, its a given if they stay in Quebec that hey will adapt to the English Quebec.

      The non family class, student class immigration has a very small % of immigrants outside from investor class that are chosen despite not knowing French. The majority of Quebec immigrants outside the family, student and investor class are french speakers. Many of them may also know english, but he more important question is why any of them would integrate to English Quebec as well. The answer is the Pur Laines don't give them the economic opportunities. Just look at bureaucary at the government of Quebec, city of Montreal, STM etc or even companies dominated by pur laines, what is the % of non pur laine working in there?

      I know so many children of immigrants that had to go to French school and speak both English, French and their mother tongue. Since they been to French school in most cases from Kindergarten to grade 11, their French has to be pretty good. Yet more then 95% of them work for private companies, run by allos and/or anglos and work primarily in English. I know a few that got postings in the Federal govt crown corportations. I only know 1 person that works in the Quebec government and that person has to work in French but deals with anglo and allos customers for the most part.

The company acquired the nearby repair yard, Montreal Dry Docks, in the 1920s and in 1926 was spun off to Canadian investors. Vickers UK reacquired control in 1956 and the company prospered, with several industrial activities as well as the shipyard. In 1978 the company was again acquired by Canadian interests and became known as Vickers Canada Ltd., but was sold to Versatile Corporation in 1981, becoming Versatile Vickers Inc. By 1987, however, it was no longer profitable and changed hands again, this time to the MIL Group, with the name changing to MIL Vickers Ltd.       Vickers were going strong when I worked on the harbour in the fifties. Google in 'Vickers montreal shipbuilders. There are several sites but that one gives a list of the three hundred ships they built from 1912 to 1989 including all 50 0f the mine sweepers the Royal Canadian Navy used in WWii. The list includres the landing craft made for the great invasion. The cargo ships were built to run food and supplies into Northern Russia to help stem the nazis blitzkreig in the south. They called them liberty ships. They went through the North Sea into Murmansk with canadian voluntyeers who took the knowing there would be no pension for them after the war. Vickers hired old sailors from the first and second wars, often missing an arm or a leg. Those ships are still sailing. Onassis bought them up and made him self rich using crews from Monrovia.

    While I would agree that anyone immigrating to Quebec should learn to speak French, (a point that's hard to argue against), I disagree that said immigrant must integrate into Francophone society and become a Francophone. People are free thinking human beings and should be able to live their lives as they wish, it's called liberty. There is enough of a concentration of English speakers in and around Montreal that makes living in English in Quebec not hard at all. Quebec has been great at attracting immigrants but does a lousy job at retaining them. Many end up leaving after a few years to greener pastures in other provinces and never look back. That's a problem that we can fix easily but the political leadership in Quebec City has zero will in addressing. What's wrong with sending English speaking immigrant kids to English schools where they can learn to speak French? This obsession with language is what's holding Montreal back, the proof is in the pudding as they say.

    Anon, the problem in Quebec is not learning another language, it's promoting your language at a cost of someone else's. 99% of immigrants spoke English before coming to Canada. The last war spread English into every country where fighting was going on. Quebec doesn't accept that people can learn French and still maintain another language. As President Kennedy said to Russia, "We do not negotiate with those who say, what is ours, is ours and for what is yours we will negotiate." God gave us the right to our language when He created us (Yes, I do watch the Big Bang Theory) but the Separatist God is becoming the OQLF.

    Canada created 51,000 new jobs in February, blowing past expectations thanks to an increase in full-time work.

    Statistics Canada reported that the unemployment rate remained steady at seven per cent during the month. That's because the number of new jobs was almost the same as the number of new job-seekers.

    By province, Ontario and British Columbia made up most of the gains, with 35,000 and almost 20,000 new jobs respectively.

  14. HEC predicted months ago that Quebec will become Canada's poorest province within years. Yesterday, Alberta announced a large deficit due to low revenue for its bitumen. I wonder how this will affect transfer payments to QC. As it is what we receive is not enough. Perhaps we should ask other countries for foreign aid?

    Meanwhile, Quebec is a sociological basketcase and the people of Quebec are not improving.

Not only are "exotic foods" not an unreasonable enforcement, menus and wine lists are explicitly mentioned in the text of the law. The OQFL decided in 2008 that the preferred term for the English pasta is "pâtes alimentaires".

The preservation of a Language has removed Rights and Freedoms which are fundamental to any Democracy.   30. I'm a South African, Afrikaner male. Born and bred during the hey-day of the Apartheid years. By fact of possessing a 'street-wise' rader for general bigoted legislation and political leanings due to my right-wing racist upbringing, I find sad, and petty, the elitism and cultural paranoia that infests francophone society. In my opinion those who cannot adapt to the reality of a modern Montreal, can just move out, as per their usual advice to anyone voicing an unpopular opinion.... Come September it will be my 7 year anniversary of moving to Montreal. Didn't speak, read or understand a word of French before coming here. That despite the fact of being with a Québécois for 4 years previous. We met in London, you see. And for the years following we conversed in the language we met in, even though it wasn't our mother tongue. I respect the French language, as a major minority in my country of birth I identify with their need to preserve their essence, their culture. But within reason. Bilingualism is not a crime, it's a gift.

  32. Let's look at 'Lie # 1'. You mention native people. Why would you want to bring that up? I invite you and other readers to watch the 6hour Kevin Kostner produced documentary called 500 Nations. It tells the HORROR story of how the Spanish and the English conquered, dispossessed, enslaved, ethnically cleansed, genocided, forcefully assimilated, contaminated by using germ warfare, and interned Natives in POW camps(reservations). English Canada and USA, considering that this was still not enough, decided to go for total annihilation by stealing native children from their families and putting them in reeducation camps from 1891-1996. Today, Native Affairs is still a 100% english canadian department, and is a failure in human rights.
    The documentary also clearly says that in the french/english war in North America, most Indian nations sided with the French because the French were NOT doing the afore-mentioned things to them. Many of the 'French' who came here rather inter-married and adopted indian ways. That's why soooo many Quebecois and french Canadians are part Native.
    As for french peoples rights in Canada; the english genocided the french populations of atlantic Canada, ethnically cleansed the french speaking Metis of the canadian prairies, and forcefully banned the teaching of french in most of english Canada. English Canada attempted several times to colonize and assimilate Quebec too.
    Nowhere in the world have so many ethnic groups and ways of life and species, on such a huge scale, been so frighteningly, surgically efficiantly removed from the face of the earth than in english North America.
    One can easily demonstrate that one cannot really live in french anywhere inside english Canada. The french populations of english Canada don't have 10% of the priviliges the english 'minority' of Quebec enjoys.
    That Quebec even survived this onslaught is a miracle, and certainly is not due to english Canada's benevolence.
    One place in English North America has reasonably survived, and boy, does that annoy you.
    Your first point is so flawed, perhaps intentionally so, that I won't bother looking at the rest.

    1. I completely share your above disgust of the savage colonial behavior of Spain and Britain in the Americas. If it were possible to snap my fingers and return this land back to its natural state and magically deport hundreds of millions of people to their (ancestors') birth countries, I'm not sure I'd forgo it.

      However, one comment you make goes beyond the pale because it conflates British evils against native Americans and even Acadians with extreme removals ("this onslaught") that are generally not attested in Quebec's historical record:

      It isn't a miracle. As far back as the articles of capitulation of Quebec City of 1759, the precedent specifically calling for not displacing French inhabitants was established. In fact, any partisan even marginally invested in the French cause will read those articles and conclude that most of their provisions are light-years away from how otherwise abusive they could have been.

      In fact, most of what followed set the mood for the British indifference to the French inhabitants on their doorstep. Even the Quebec Act of 1774 was written with the intent to curry the French-Canadians' favor by granting them the religious/legal freedoms they had previously enjoyed, while expanding the province's borders deep into the heart of the continent... an act that only hastened the English(!) American colonies' rebellion and subsequent revolution.

      The Constitutional Act of 1791 broke this province up into what became Upper Canada (with English law and customs to accommodate the Loyalists) and Lower Canada (with French law and customs to accommodate the Canadiens).

      The Act of Union of 1840 sought to undermine French-Canadian political influence by merging these two Canadas, but the French-Canadians wisely voted as a bloc while those on the English side were much more factionalized. Functionally, this meant that any law proposed by (English) Canada West required (French) Canada East's support or it never passed. Evidently, Quebecers' influence and double majority despite being descended from defeated colonists didn't start yesterday.

    2. The British North America Act establishes Canada itself as a two-tier power-sharing agreement between a central (Federal) government and a number of provincial governments. Note that this was at the behest of at least one French-Canadian father of Confederation. Note that this view won out over that espoused by others who altogether wished for a non-federative structure.

      The Quiet Revolution, along with subsequent "take-charge" rhetoric popular among many French-Canadians in this province could have never taken place a century later without this structure in place. Neither would the subsequent bullying of non-Francophones by the Mario Beaulieus and Louis Préfontaines of this province. If this isn't due at least in part to English Canada's benevolence, it must be due to English Canada's stupidity, if not its continued relative indifference.

      And it's the continued relative indifference of both French- and English-Canadians about their linguistic compatriots in the other's respective jurisdiction that continues to characterize the tenuous partnership that is Canada.

      Even Quebec is largely indifferent to the plight of French-Canadians elsewhere in the country except for when separatists can point to francophones' supposed historical and current suffering and assimilation. When this is done, its purpose is invariably to conflate the francophone situation elsewhere with a self-serving bogeyman in Quebec for little reason other than to muster support for blank-check separatism chez nous.

      And despite this, Quebec separatists and some nationalists (still!) have the balls to claim that francophones in this province can't get a fair shake.

      If anything, your glossing over the historical record as pertains to Quebec is so wrong that your conclusion about its miraculousness -- or even the dismissiveness you show to the resentment others might feel in response to the excesses of French-Canadian nationalism -- shows that you too can stand to reflect on this a little more.

Right ! that's why New Brunswick is a bilingual province. The French never were in large numbers in Nova Scotia and P.E.I..     I know someone in Montreal who works for a small company where English is spoken almost exclusively. Let’s call him Gaston and his employer, NewTech .

    Gaston started working for NewTech a few years ago. He was among the first five employees to be hired by a small biotech start-up created by a scientist who is affiliated with a university in Montreal.

    Over the months, the company takes shape, develops its technology and starts to obtain contracts, almost all of which are from American companies. Prudently, NewTech starts hiring a few extra employees and to provide jobs for interns, students, foreign researchers and contract workers who gravitate towards the company. With less than five years’ experience, Gaston finds himself to be among the senior employees of the new company.

    Not surprisingly, the working language is English, the only language that permits (Ed: this link in French is about the usefulness of English as the common language in science and talks about the uselessness of maintaining French in all areas) employees who are anglo, franco, Chinese, Iranian, Czech, Romanian and Russian (among others) to communicate with each other, with their suppliers and with their customers, almost all of whom are foreigners .

    Contracts continue to arrive and the company grows. Its sales continue to grow. They move into new premises. They start approaching having 50 employees - the current threshold where Bill 101 requires that it becomes “francised” (“Frenchified”).

    However, though many employees speak French as a second language, and that some (including number 2) are "native" (“de souche”) francophones, francizing/Frenchifying the company would pose a significant problem. The company is organically linked to an English-speaking university, its customers are foreigners, and the majority of its employees , including several doctors trained abroad, are anglophone or allophone. To force NewTech to adopt French as a working language would have a major impact on the conduct of its business, both internally and externally.

    For this reason, NewTech essentially decided to put a brake on its growth a few years ago. In order to avoid the francization/Frenchification that would deeply distort the company, they preferred to play with numbers and to maintain its official number of employees below the 50 threshold, even if it meant hiring contract workers and to be creative in its human resource accounting . Without this obligation to francize/Frenchify, the company would now have perhaps 60 or 80 employees. But under the circumstances, it self-limits itself in order to escape the burden that the law would impose.

    But all that may soon be of no importance.

    1. Indeed, the Parti Québécois has promised, if elected, to adopt a "new Bill 101", which would lower the francization/Frenchification threshold from 50 to... 11 employees. Eleven. In this case, there would be no more means of escape possible for NewTech: it must either be converted into French, get rid of some forty-odd employees, pay fines or leave Quebec. “Game over”.

      Some will rejoice. They will say that a company that cannot operate in French does not deserve to exist in Quebec, and its braking or disappearance is good news (or a necessary evil). They will celebrate the proper return of the primacy of politics over economics.

      Others will consider this to be a dangerous absurdity. Even as we deplore that Quebec’s economy is betting too much on the exploitation and/ or export of its natural resources, we would prevent a local business - profitable, young, international, which depends only on brains and computers - to exist because its employees do not speak enough French? Even while Quebec seems to be losing jobs every month, we would jeopardize dozens of high-paying jobs in a leading industry, on the pretext that they are insufficiently francophone? For this camp, such a policy is a form of medium-term economic suicide.

      What will happen to NewTech if it is forced to francise/Frenchify operations? No idea.

      Unlike mining companies or paper mills, NewTech is not chained to a local resource: it uses only computers and brains,which are abundantly available elsewhere. Theoretically, nothing would prevent the company from moving to Ottawa, Waterloo or Toronto in a few weeks.

      Obviously, it is not always easy to move people, especially when they are well-established in Montreal, when they buy homes, they pay taxes, they have children (who study in French ) and participate in the economic and cultural life of their city.

      Will NewTech find a way to transfer part of its operations elsewhere in Canada all the while modifying either the number or the status of its workers in Montreal? Will the company will split into five small businesses with 10 employees working together? I guess they would explore all avenues.

      Would it be possible for NewTech to simply francise/Frenchify itself as required by law? No doubt, but at the cost of a blatant artificiality, as well as being very expensive. Virtually all of the company’s external communications, both with its clients and other laboratories, are conducted in English. The company has a special relationship with an anglophone university, where a large part of its student body comes either from elsewhere in Canada or from abroad, with no knowledge of French. Its employees are from various origins, highly qualified, with English as the only common language. All of its technology, programming and technical support are available in English only. Abstractly, it would be as illogical to force NewTech to operate in French as it would be to force Bombardier to operate in Portuguese.

      But, obviously, we do not live in the abstract. NewTech is based in Montreal, and it is normal that Quebec reasonably wants to favour francophone workplaces.

      That said, “francization at any price” seems to be at the heart of this "new Bill 101". It would even target companies of 11 people, working in the high-tech field, operating in an international environment where English is the lingua franca. This seems to be due more to ideological blindness and a primordial anglophobia than it does to Quebec’s realistic defense of its socio-economic interests.

    2. As an entrepreneur and a regular reader of this board this is EXACTLY what I do. I also encourage other entrepreneurs to do the same.

      After 45 employee's there are no more full time positions available.

      Due to the fact that all business must be export to survive it becomes easier to setup another location outside the province. Lower taxes, less bureaucracy, closer to markets (with money to spend) etc. The list is endless.

      That then leads me to hire employee's outside Quebec instead of Montreal. It's always nice to work with people that arn;t sitting at their desks obsessively worrying about their language "rights" and turning their employers into the OLQF.

      Lots of jobs that will never be created in Quebec going to other places.

      No seppie should be under ANY illusion about how Bill 101 damages the economy.

      Investing in automation (reducing employee's) as a Quebec company has a better ROI (return on investment) for a business then simply reducing labour. It allows you to keep your head count under 50 and therefore avoid fines, lawyers and other paperwork.

      It goes without saying the remaining 45 jobs would disappear if the PQ moved Bill 101 to companies of 11.

      The PQ don;t care about the population and how they make money to buy food and housing. In the PQ fantasyland everybody gets their money from the govt and nobody works in anything except the civil service.

      Unfortunately I agree with "gars du calgary". Quebec is so damaged it's hard to think that change is possible for Quebec.

    3. I’m curious about something, earlier this week, there was a documentary on one of the sports channels, about what has been going on, this season, in the Habs dressing room. The French coach addresses the players in English....mmm...I’m pretty sure that this organization holds more than..”50” employees...n’est ce pas? So should we call the OQLF on them, have them audited? Is it legal for the coach to address the Players en Anglais? Shouldn’t they be communicating exclusively in French...throughout the organization, EVEN IN THE DRESSING ROOM?

      It's funny that you would mention Iceland and Ireland, which have both become economic basket cases. Take a look at the Editor's video above, which shows that Iceland is even more heavily indebted than Quebec, coming in at fourth rather than fifth place worldwide.

      Quebec is too heavily indebted and its status as a fascist police state would make it very difficult for it to attract foreign investment if it were to become a country. It would be bankrupted shortly after achieving independence, especially since the billions of dollars of financial support it receives annually from the rest of Canada would be eliminated.

    3. Ireland doesn't have a big stifling government. Irish and english are free to be used. No Office for irish language. Also, it's tax rate is low attracting business. Durham, Ireland is not an economic basket case. Ireland has structurally the same as the United States, subprime mortage crisis. Both the U.S and irish economies have a strong financial base.

      Quebec on the other has seen it's financial sector on St. James (or Saint-Jacques) literally disappear. Montreal is a shadow of it's former self.

    A quick comment from me, totally irrelevant with the subject.

    I just finished my 2012 tax reports using H&R Block online. At first, I used my Quebec address. I thought I was entitled to it. After all, I still have my property, my wife and child still live here, I visit them every weekend and stay there on my holiday or vacation. So I got the number of my household total refund.

    I run the same number one more time. This time, I change my address to my apartment in Toronto. Nothing else changed, including my wife's address and province of residence. The result? The refund is $1600 bigger.

    You say -Vickers died because it's workers spoke English. This is the 40’s,the Roman Catholic Church had it’s flock well under control. The majority of unskilled labourers were immigrants from mid Europe, they spoke 3 or 4 languages or more, when they spoke with each other they found a common language and most of the time it wasn’t English. English was spoken to there bosses. My dad worked there, at social functions I met hundreds of his co-workers and they rarely spoke to each other in English.

      dude the concept was to bust "lies" that some people actually have supported before. yours doesn't fit in as nobody ever pretended quebecois were the most charitable group in canada.

    I feel it is important to repost so that others contribute and strengthen the cause to the point of, perhaps, dismantling the racist OQLF.

    concerning the racist OQLF, Editor's outline of strategic tactics, are spot on. Exposing and embarrassing the racists who have brought our Canadian Province and Homeland grief, ridicule and shame is doable in today’s interconnected world, however I would like to add to the checklist the following.

    1) When an OQLF inspector enters your establishment without cause, after asking for ID, proof of whom he is and an explanation of why he believes that he has the right to inspect your place, demand that he show cause.
    If he says that there was a complaint, ask for proof of such. If he refuses to provide proof, remind him that he is being recorded with audio and video and that if he continues to harass you, you will take legal action against him PERSONALLY for the overzealous and malicious misuse of citizens’ and taxpayer’s governmental resources in his unprovoked attack on your lawfully established business and for the personal harassment he is spuming on you! That you see his uninvited presence as an invasion of your peaceful establishment as an insult and an affront to your right to living without fear of unlawful harassment from your government, which is provided to all citizens of Canada including those citizens of the Province of Quebec, as inscribed in the law of the land.

    Be polite, so that when the world sees the video, the racist PQ has only itself to blame for the disgusting and hateful assault.

    2) If the OQLF sends you a summons or a complaint, send back by bailiff a demand of proof of the complaint and the name of the complainant and of the OQLF official in charge of you dossier along with the sighting in the law that clearly proves that the OQLF is in the right as provided by law of the Canadian Province of Quebec.
    If they refuse to comply, reply through a legal attorney that as far as you are concerned, you see this uninvited presence as an invasion of your peaceful establishment, as an insult and an affront to your right to living without fear of unlawful harassment from your government which is provided to all citizens of Canada including those citizens of the Province of Quebec, as inscribed in the law of the land.
    If they do comply, consult your legal attorney on what can be done to bring forth a case for taking PERSONAL legal action against those involved for the overzealous and malicious misuse of citizens’ and taxpayer’s governmental resources.

    This course of action, and similar courses of action will cause delays and allow the worldwide ridicule to persuade Quebecers to start realizing how grossly wasteful the OQLF is.


    Don’t forget that if you pursue the racist bully personally, he must defend himself personally. Even if his PQ pals assume his legal costs, it is he who personally must be acquitted. I can’t imagine a racist committed to his hate cause enough to risk his own pathetic hide.

    When you confront a bully, the bully cowers!
