After months of dancing, the police finally dropped the hammer on disgraced ex big shot Arthur Porter and four others accused of offering and receiving 22 million in bribes related to the awarding of the contract to SNC-Lavalin to build Montreal's English super hospital.

Witness at Charbonneau Crime Commission called an 'Imbecile' by presiding judge 
"Who me?"
After listening to testimony given by former City of Montreal employee Robert Marcil, who headed the department in charge of construction projects, it's hard to have much faith in the legal system where a witness can give such utterly unbelievable and clearly dubious testimony and not be charged with obstruction of justice.

Mr, Marcil defended himself saying he had nothing to do with corruption in spite of testimony to the contrary from other witnesses and a mountain of evidence that he colluded with contractors doing business with the city.
He told the commission with a straight face that he did not know that a construction boss with whom he vacationed in Italy would be picking up the tab for hotel accommodations until he arrived in Italy.
He then told the commission that he recommended hiring the construction magnate's daughter for a job in his department without ever speaking to her father about it, despite speaking with him dozens and dozens of time on the telephone.

It got to the point that an exasperated judge called him an 'imbecile' Read the story

Ah well, just another day of jollies at the farcical Crime Commission.

We don't need no stinkin' pet stores

Here's an interesting letter to the editor.
"In reading Don Macpherson’s column, I was reminded of what can happen when the language police swoop.
My partner Peter Merrill and I started PJ’s Pet Centers in Montreal and shortly after Bill 101 came into being, an inspector arrived at one of our stores and informed Mr. Merrill that he was selling postcards that were only in English. It was pointed out to the inspector that they were photos of reef fish that were only available from the United States. This was, of course, to no avail. The postcards had to go.
The inspector was asked what would happen if the store just continued to sell them. Legal action and a fine was the reply.
“In that case” said my partner, “I will be closing our four stores in Quebec.” I am sure the inspector did not believe him, but that is what happened. Within four weeks the leases on all four stores were settled and 40 employees were terminated.
PJ’s went on to become a great success story, first in Toronto, then Boston and Edmonton and today, I understand, it has outlets in almost every province with the exception of Quebec.

OQLF continues to be mocked


The downward spiral of the OQLF rolls on unabated as more horror stories of 'over-zealousness' are being reported.

"Henri Schick, a Pointe-Claire delicatessen owner, says if the past week has taught him anything it’s that if the Office québécois de la langue française issues you a complaint, it’s time to get cooking.
And that’s how Pasta salad Marois, a macaroni salad made with elbow noodles, carrot shreds and mayonnaise, came to be on the menu at Swiss Vienna Pastry and Delicatessen at Plaza Pointe-Claire.
The latest language tensions are no laughing matter, but Schick said, he thought some comic relief was in order after last week’s dust-up at Buonanotte, the Montreal Italian restaurant singled out for using the Italian word ‘pasta’ on its menu.
“I decided I might as well have some fun,” said Schick, as he wiped his hands on his apron while standing at the shop’s counter on Tuesday. “I took the macaroni salad and renamed it.”
It’s not a runaway bestseller, he said, but at $10.90 a kilogram, the cheapest item in the salad bar is putting a smile on the faces of his mainly English-speaking customers.
A Facebook post featuring a picture of the salad with the byline, “This one’s for you Pauline Marois,” has wracked up 7,000 hits since Monday afternoon and, he added, the post is sparking lively chatter.
“Hard to digest,” wrote one Facebook fan. “Hope nobody gags,” added another.
Schick said it has all made it easier for him to deal with his own frustrations with Quebec’s language police.
In early January, he said, the bakery-delicatessen business his family has operated in the Pointe-Claire strip mall for the past 50 years, received a complaint of its own from the OQLF — not its first." Read the rest of the story

 Stories of OQLF excess are so widespread that this "Onion'-like story actually had many convinced that it was true.

 Letter by Francophone sums up public humiliation over 'Pastagate'
"I just read an article about what happened recently at Buonanotte Restaurant in Montreal, where employees of the OQLF identified the words PASTA and BOTIGLIA as unacceptable. I ask the OQLF  to respond to the incident in the media, as it is taking a terrible bashing on social networks. If employees are poorly trained or poorly supervised, I ask you to follow up.  
Shall we ban the sale of pasta, salsa in grocery stores?  
Should we ask Starbucks to change the format of their cups from 'VENTI' and 'GRANDE' to 'GRAND' and 'MOYEN'
And how would we react if English Canada adopted the same attitude? Quebecers would be furious. Imagine Cirque du Soleil forced to change the name to 'Circus of the Sun' or Le Chateau to 'The Castle'.  
And if the English equivalent of poutine did not exist? Should the word be banned in English Canada? With everything that is happening in Quebec, the Charbonneau Commission, the student crisis, the flip-flops of the Parti Québécois, we don't really need this!

Expense account fiddler awarded with huge payout

You might remember high-flying president of the port of Montreal Claude Benoit, whose outrageous abuse of her expense account led the government to eliminate her and her whole department.
"Claude Benoit, the high-spending chief executive of the Old Port of Montreal Corporation, will be let go and the Old Port itself will be dissolved under a Conservative government plan to clean house at the embattled federal Crown corporation that will be unveiled Thursday.
Public Works Minister Rona Ambrose will announce details of the Tory effort to clean up financial mismanagement at the Old Port in an afternoon speech to Parliament, government sources told QMI Agency Wednesday night.
Her message: Conservatives expect Crown corporations to be responsible in spending taxpayer dollars, adopt responsible management practices and be accountable to all Canadians.
The Old Port's staff, operations and assets will be amalgamated into the operations of its existing parent Crown corporation, the Canada Lands Company Ltd., the sources said.
Government officials will then proceed to reduce spending, staff and overhead costs at the money-losing Old Port.
One of the first positions to be eliminated will be that of Benoit, whose questionable management and lavish spending practices were exposed in a QMI investigative series this year.
Benoit partially billed lavish overseas trips, thousands of dollars in expensive restaurant meals, limos and even orchids to taxpayers, while cutting staff. Link
Well it seems Madame Benoit has managed to remain true to her piggish form, dinging the government for over $250,000 in severance pay and no, the 250k is not a typo. Link {fr}

Most Anglo Quebecers say English Gov't services available

"The majority of English-speaking Quebecers say they have access to government services in their mother tongue, a CBC commissioned EKOS poll has found.
But that doesn’t mean there’s isn’t room for improvement when it comes to certain services, according to some anglophones in Montreal.
Of the 1,001 anglophone Quebecers polled, 57 per cent agreed that they have access to government services in English. Twenty-eight per cent disagreed.
The results were similar when it came to those who agreed they should insist on getting served in English in their everyday life, but only for those who identified themselves as lifetime Quebec residents.
When it came to people who moved to Quebec from outside the province, fewer said they should insist on English service in their day-to-day lives." Read the rest of the story


Canadian soldiers protest against Bill 14

"When I consider the effects of Bill 14, the Parti Québécois’ latest legislative effort aimed at increasing restrictions against the use of English in Quebec, I think of Sandra.
Sandra goes to the English-language Dollard-des-Ormeaux school, just off Valcartier military base near Quebec City. When I met her, she emotionally asked why she would have to change schools and lose her friends.
Her father serves in the military and was wounded in Afghanistan. She lives with her mother. (Her parents separated partly due to the strain of post-traumatic stress after her father returned from combat.) Now, one of the few constants in her life, her elementary school and close friends, could be taken away by Bill 14.
There are 600 Sandras in Quebec City and Bagotville: children from military families who would lose the right to attend school in the language of their choice because of Bill 14. Almost 20% of the children in English-language educational institutions in Central Quebec School Board (CQSB) would be removed from their schools." Read the rest of the story

For those readers who believe that all this is futile you are wrong. Along with Equality Part 2.0 and other lobby groups, a great deal of discomfort is being felt in the PQ government because of the pressure.
The PQ and French language militants are particularly frightened of international bad press.

Here's what Michel David said in Le Devoir.
" Wednesday, a new organization called Alliance Quebec 2.0 has launched an Internet campaign to inform the international community of "violations of human rights." It is also distributing certain promotional items, such as toilet paper printed with fleur-de-lys.

Always on the lookout for a new plot against the French language, the president of the (MQF), Mario Beaulieu, sees a direct link between the imminence of the parliamentary committee, which will begin its work on March 12 over Bill 14 and the recent "conspiracy" against the Quebec Office of the French Language (OLF).

Coincidence or not, the "pastagate" has undeniably given bad press OQLF and, by extension, the government Marois, but Bill 14 itself contains enough provisions to feed the controversy.

I like where this group is going, concentrating on getting the message out beyond Quebec's border and if successful, it will have a salutary and sobering effect on the zeal of Franco-supremacists.

There are happy employees in Cornwall working for Jean Coutu - jobs lost in Quebec, and this is a parade of jobs coming to Ontario border towns near Galganov's abode. An hour from Montreal, but taxes being paid to Ontario. Works for me! Works for Ontario. Hopefully parts of New Brunswick will equally benefit.

      They get paid to sit at home for 3 months per year. They sit around thinking about all things they are entitled to. IE looking for the govt to provide for free. when they are done that they agitate for expanded rights. The "job" is never done when your salary is guaranteed by the govt.

      Canada is partially funding the separatist problem with seasonal EI in quebec. A disproportionate amount of the money in Canada is spent in Quebec(40%) and most of the seasonal stuff are all jobs in the "hinterland".

      None of these hinterland ridings ever vote for anything except separatist politicians.

      Quebec Seasonal worker = PQ faithful.

      The more Malavoy talks abotu it hurting the Quebec construction industry. It's good she see's it as hurting construction in quebec.

      It's about time the general public get something back from the construction industry.

      Bearing the costs of their own "seasonal by choice" workers would be a nice place to start instead of pushing it onto "society".

    Nobody in Quebec got the memo about needing a "sustainable economy".

    It's certainly not being taught in the school system, if the students are showing up.

    Graduating students in the ROC start businesses, get jobs. Quebec students riot and protest over 19 cents per day and never graduate.

    Interestingly, while reading some of this blog, I had the TV on, tuned to The Daily Show with John Stewart. I heard that a reporter was going to reveal a story going on in Quebec, figuring it was going to be a spoof on Pastagate or something to that effect.

    Well, Americans being what they are, they decided a year behind the times to do a spoof on the maple syrup caper of stolen syrup last year. I guess that's better late than never. Looks like Bill 14 will be making The Daily Show about this time next year, long after Poland, New Zealand and Australia have already published stories!

    I have been playing the detractor for a long time, but I think this strategy will strike a chord and maybe the foolishness will finally be promulgated for what it is.

    The tensions are building, so hopefully like Pastagate, this thing will end up being what the world is watching.

    Editors comment about keeping students away from a school building brought something back to me from long ago. When I worked at Boys Farm and Training School at Shawbridge as Director of Recreation and Hygiene, my day off was Monday which I spent at the local school in Shawbridge Village doing a Phys. Ed. course for all six grades. Ages 6 to 13. The boys informed me that there was a
    bunch of French teens that were beating them up on the way to school and telling them they were not allowed to go there.. I cornered the leader of the gang and told him that the boys from the farm were asking my permission to come down and clean their clocks. Some of the boys at the school had a tough reputation which was well known being a small community. He said there would be no more trouble and begged me to hold them back. The young man about 24 became The town of Prevost's Constable the following year and two years later was pictured on the front of the Montreal Star striking a mountie in the face who was guarding the Confederation train in Montreal. August 1967. his name was Claude Morin. (Not the politician) A year after he and his group were part of th FLQ. Ed

    Sounds like Montreal is morphing deeper into a third world country which is too bad.     3. student, I suggest you go to your local library (that has English books), and borrow a copy of this book. The author, a senior federal civil servant was lent to the Quebec government by the feds prior to the election of the PQ. In January 1977, the author decided to meet with the highest ranking unelected civil servant in the Quebec government to determine what his role could be with the new government. Being Anglophone, the senior Quebec government bureaucrat told him he may as well resign as there would be no place for Anglophones like him. The conversation was in French.

      That contrasts again with many years ago the OLQF complaint about parrots learning too much English. It's hard to know which is true.

      The fact that media all around the worlds picks it up and republishes with such speed the crazy quebec language stories, shows how universal the humor is.

      The underlying point of course is that it's also universal around the world that it's repressive to have the government and bureaucrats creating and enforcing petty laws like this.

  13. The CRITIC meeting last night attracted standing room only crowds and was covered on CTV News Montreal at noon today - great - people are starting to wake up. We must support these people, including Alliance Quebec 2.0. They were very happy with the turnout so lets keep the momentum going. E-mailed CRITIC and asked if donations are tax deductible. Will post when I hear back. Also had a couple of people call me and ask if there are groups in the Gatineau area that are starting up and they want to join. One francophone lady she says she has plenty of francophone friends that are fed up also and looking for a group. If anyone (Liam) hears of any groups expanding to Hull/Gatineau please post it and I will try to get other people involved. So far lots of groups forming in Montreal but I don't hear anything about Gatineau.

    The most interesting consequence of Pastagate is the revelation of just how active and aggressive the language police have beome, obviously bucked up by having the PQ in power (though the Liberals also encouraged them) . Its not just signs, menus, software, instruction manuals or phone answering messages anymore, its now extended to commercial interior decor which feature words in English or other languages. Is artwork with English words in Quebec art garlleries next to be challenged! For many years art galleries and museums managed by the City of Montreal, a city with a large percentile of English speaking people not to mention visitors, often do not put bilingual labels or interpretation panels up due to language policy. Bill 14 is now trying to push for more restrictions on English because French is perceived to be threatened yet again, despite all the existing English language restrictions in place now for over 30 year and census stats from 2011 objectively demonstrating that there is no significant decline in French in Quebec - quite the opposite - that it is relatively stable and number of francophones are actually increasing in real term, if slowly.

    At some point Pastagate has been a great international embarracement to the Quebec government, the language police and supporters of severe language restrictions in the provice. Perhaps in Montreal and elsewhere in Quebec there could be a "Pastagate Day", when all those who have had visitations from the language police in the past year regarding absurd linguistic requirements can air their grievances.

      MONTREAL - First it was “pastagate.” Now it’s “caffègate.” A Parc Ave. café owner has attracted widespread support after going public with his battle with the Office québécois de la langue française to keep the name of his espresso shop, Caffè in Gamba.

      “It’s a circus here today,” said Jean-François Leduc of the flood of well-wishers who dropped in Friday to lend encouragement after Leduc tweeted about his run-in with the language office. Leduc is fighting fines totalling $3,770 for failing the remove the second “f” in the word Caffè — Italian for coffee — from signs on his coffee shop. Leduc said the Office has demanded he either change the word Caffè to Café, or rename his business Le Café Caffè in Gamba.

      Leduc maintains the meaning of “Caffè” is obvious and he doesn’t want to insult the intelligence of his customers by adding an extra “Café” to the title. “Everyone knows what Caffè is, whether you’re English, French, Portuguese or Italian,” said Leduc, whose first language is French.

      The café’s title is a registered trade name, added Leduc, a former lawyer who got the idea of opening an Italian-style espresso shop after a seven-month trip to Italy. “What we’re trying to do is offer a great, authentic Italian experience to our customers,” he said. “In gamba” is an Italian expression meaning bright, smart or with it.

      The case comes on the heels of international controversy over the OQLF’s objection to the word “pasta” on the menu at Buonanotte restaurant. Language inspectors wanted the popular eatery on St. Laurent Blvd. to use “pâtes” instead. Then David McMillan, co-owner of Joe Beef on Notre Dame St., reported a run-in with the Office over an antique sign from a beach in Prince Edward Island reading “please leave this gate closed.” And Old Montreal restaurateur Maurice Holder said he had been ordered by the OQLF to cover up “on” and “off” buttons on the microwave and “hold” and “redial” buttons on the phone.

      “Pastagate” got 60 times more news coverage outside Quebec than Premier Pauline Marois’s recent trip to New York, according to media-analysis company Influence Communications. Leduc said his case dates back to 2010, when a language inspector ordered him to change the signs and remove a bilingual schedule from his window, along with coffee-company logos that included phrases like “freshly roasted coffee.” He removed the offending material and has promised to add the words “Maison de l’espresso” in large letters to the five-metre awning in front of the coffee shop. He said he hopes to avoid going to court because he can’t afford the expense, in addition to the cost of adding new lettering to the awning.

City spokesperson Gonzalo Nunez said Friday the city covered up or removed English signs in 2009 under orders from the OQLF.

      Jack Jedwab, executive director of the Association for Canadian Studies, said the recent controversies show the Parti Québécois government is going too far in its zeal to enforce the French-language charter. “They’ve crossed the line and there’s a pushback,” he said. Jedwab said the focus on tougher enforcement of Bill 101 has created an atmosphere of fear among people who work with the public, who are afraid to speak English lest they be targeted by the Office. “They’ve created this very unhealthy climate in terms of the day-to-day, free-flowing interaction in English and French that really defines Montreal’s downtown area, which is really sad,” he said. Jedwab said overzealous enforcement of the language law could exacerbate tensions. “I think it’s coming to the point where there’s going to be civil disobedience by merchants if this continues.” Jedwab said he didn’t think that would be a helpful solution.

Please federalists, go to their website and sign the petition. The more signatures we garner the better chance we have of stopping this bill.     1. The Ottawa Paramedics Service is already officially bilingual. They were used as a backup for Urgence Sante here in Gatineau. Can you imagine Mario Beaulieu if Ottawa Paramedics were speaking english to Quebec resident, he would have been outraged, it would have been plastered across the provincial news outlet, and Ottawa would have to stop servicing our province. Also, Riverside, Civic, and CHEO are able to offer service in french. Also, those hospital are filled with Quebeckers who can't get service in Socialist Quebec. Ottawa U Medical School is bilingual. What is your problem? I received better service in Ottawa than in my home province of Quebec.

      OC Transpo offers a bilingual Next Stop service. I heard of many people buying tickets and pass in french at the ticket store.

    Make OTTAWA officialy bilingual!!

    Why it's has been made yet, is because Anglo groups that want Ottawa unilingual English only!! There's the problem Ottawa is ONLY English and it's the capital of Canada. And to compare if Montreal's Anglos protest for equal services, then Toronto's Francos needs to step up and protest for their rights. Montreal= two unilangual English universities and Ottawa/Toronto= zéro unilangual French and there's more Franco-Ontarians then English in Quebec. ENGLISH services in Montreal = FRENCH services in Toronto. And God knows how hard is to get French services only in Ottawa. The protest starts in Quebec with the Anglos and it will continue with the Franco in all of the unilangual English provinces. Thank you Anglos Quebeckers for your voice on making all provinces offering bilingual services. Because if the Anglos demand rights in Quebec then the Francos of Alberta and the West will rise up as well!!!!

    1. People in Ottawa have absolutely no problems accessing french facilities everywhere they go. They have french schools, hospitals, bilingual universities and doctor services. If the population demand is enough, they are provided with services - not so in quebec where they remove english each and every day. Quebec reverses everything the ROC does and makes itself look like the bigoted, xenophobic place that it has turned out to be. We anglophones should not have to fight continuously against these language militants - we have as much right to our language and our heritage as do the francophone quebecers and we are tired of having our rights and freedoms taken away by these separatists.

    If I was a parent, I would go to my child's school and make it clear that if anyone tells my child they can't speak English, I'll come in and wring their neck.
    This is the time for teacher's to speak up. The teacher's and the school board should say, "No! We will not do that." If they don't they are gutless and should not have the duty of protecting childen. Ed

    1. I would never subject my child to french schools in Quebec period. And for reasons of linguistic competence in such a competitive world.
      In french immersion only substandard french (joual) will be acquired.
      And proper academic english will never be attained.
      Why handicap a child thus?
      english may be the easiest language to learn badly "but it is the hardest language to learn well"
      so why sacrifice competency in the most important language in the world to aquire the donkey dialect of quebec?

      This isn't entirely true, but as things are, French Imersion is a pretty good alternative. I stay on my message, both languages are equally important, (AND THE MORE YOU KNOW)...however, French is much more difficult to master, especially written French. Many people boast they are bilingual, and fluent in French. French fluency means you can write it as well, and many people struggle with this, including those may have come from the French school system ...this isn't news to anyone.

      Both languages are valuable, and no one should forego the opportunity to learn either. We are at an advantage because of where we live, WHEN WILL WE GET IT?

  36. I've been reading "behind the lines" for 30 years and nothing but nothing has changed. I want some concrete statements out of these people so I don't have to "guess" what I'm voting for any more. That's the problem with politicians - they sit on the fence and we're supposed to make up our minds to which side they will jump. That's one thing I know about the PQ - their mission is to separate from Canada - at least there's no guessing there. I want to give my vote to a party knowing what they stand for before I cast my ballot. I'm sick of "guessing" - we're either in or out of Canada with our rights and freedoms back or we're not. Say what you mean and mean what you say guys - let's get on with it so we can decide our next move!

      Funny you should mention this MTL 1973, there is something else I have to share with everyone, that happened during my escapade down in DC this past week.

      Among the many people I met, I also had the privilege of being introduced to a very high ranking Officer from the US Army, a General no less ...and more decorated than a 4th of July fireworks sky. After exchanging a few pleasantries, he says to me...”now tell me, I hear you’re somethin’ of a language ‘connoisseur’. To which I responded, “Yes sir, I am”. “So how many do you speak”, he asked in a long and very pronounced Texas drawl (smile). “A few” I said. He winked at me and then he said...”Yeah...I get ya’...it’s what I keep tellin’ my grandkids...Math and Languages, ...dem’ two things will get ya’ places”. There was an actual line of people waiting, to talk to this gentleman, but he wouldn’t stop talking to me and asking me questions. Here was a man who had had several commissions in Iraq and Afghanistan, had most likely, seen and done it all...and then some... throughout his very perilous ...career; one would probably think ..very little could possibly faze or astonish him anymore, and yet, there he was, totally taken and completely impressed with someone...who ...of all things...could speak a few languages. THAT ....is what blew him away.

      Jokes aside, we obviously do not realize the opportunity we are afforded belonging to this country, and specifically how fortunate we are to live in THIS AREA of the country. Geography affords us a unique gift, that of being ‘Bilingual’. This should never be discounted. I hope this story underlines how the knowledge of languages can make many things possible for people. Experiences we never could have imagined or dreamt of having but for the shear fact that we’re able to speak more than just one language ..living where we do. An American Army General was blown away by that.

      Bill 14 and the like have no business in our society. These are egotistical narcissistic self-centered attempts to suffocate OUR OPPORTUNITES. More importantly, OUR KIDS OPPORTUNITIES. I Know I’m preaching to the congregation here, but on the out chance that people of a different persuasion visit and read this, I’d like you to know, that by obliterating the English language, you are basically cutting off your noses to spite your faces, no other way to say it, but with this cliché’ expression. Exploit Geography! Make it work for you...not against you.

      We must support any and all newly formed agencies and political parties whose main raison d’être is to fight for RIGHTS AND FREEDOMS of all citizens of this province ; R&F that we should be entitled to anyway because this is Canada after all.

      Vision!... We need to have VISION!...If not for ourselves, for our children, and their children.
