French versus English Volume 75

This week in corruption

Montreal City Hall raided
"Quebec’s anti-corruption crackdown has reached into the heart of political power in Montreal – City Hall itself – in a sweeping police operation said to be tied to illegal party financing.
Investigators with the UPAC, or Unité permanente anti-corruption, entered the Old Montreal landmark late Tuesday afternoon and ordered municipal employees and political representatives and their staff to evacuate. Investigators were seen inside the office of interim Mayor Michael Applebaum." Read the rest of the story  Watch a video story

Construction boss claims he's no member of the Mafia
Canada AM: What is Milioto's link to the mafia?
"A former construction company owner who delivered cash to Mafia leaders spent his third day in front of the Charbonneau Commission Wednesday.
On the stand Wednesday, Nicolo Milioto continued his display of ignorance, claiming that he had no idea what the Italian word 'capo' meant, and also saying that he did not understand English.
Milioto has testified that he doesn't know what the Mafia is, and that despite seeing Mafia leaders like Nick Rizzuto Sr. daily for decades, he had no idea what Rizzuto did for a living.
Milioto, also known as Mr. Sidewalk for his company's dominance of that industry in and around Montreal, said his only mistake was to act as a go-between for cash exchanges.
Milioto was caught on surveillance tape delivering tens, if not hundreds of thousands of dollars to Rizzuto Sr. during several exchanges. On the stand Milioto said he never asked what the money was for, and assumed it was all for the Catolica Eraclea community organization named after his home village in Sicily." Link + video
Hospital employees targeted in affidavit
"Provincial anti-corruption investigators alleged in a sworn affidavit that employees at the McGill University Health Centre — as well as employees of engineering firm SNC-Lavalin — committed fraud and forgery arising from the $1.3-billion MUHC superhospital contract.

Sergeant Jean-Frédérick Gagnon, of the Unité permanente anti-corruption, made the allegations in a signed affidavit on Sept. 4, 2012, in order to obtain a search warrant of the headquarters of the MUHC on Guy St. Investigators raided MUHC offices on Sept. 18, and left with boxes of documents.

The affidavit is the first time that police allege that MUHC employees have committed wrongdoing in connection with the superhospital contract, noting that the infractions were committed from Nov. 1, 2009 to Sept. 23, 2011.

Richard Fahey, director of public affairs of the MUHC, told The Gazette Wednesday night that MUHC officials were informed by investigators that “there are no current employees of the MUHC that are under investigation.”

Fahey added that the hospital network itself is not under investigation, either.

The affidavit does not identify which MUHC employees are alleged to have broken the law or their exact positions.

It does, however, shed some light into the police investigation. Police allege that Riadh Ben Aïssa, a former vice-president of SNC-Lavalin, “orchestrated” $22.5 million in unauthorized payments by the engineering firm to a company under the name of Sierra Asset Management Inc."

New York Times reports on Quebec  corruption
MONTREAL — “We ask everyone to kindly leave,” said the voice over the loudspeaker in Montreal’s City Hall on Tuesday. Minutes earlier, a fire alarm had gone off — even though there was no fire.
As politicians and city officials filed outside into a gathering snowstorm, dozens of cops from Quebec’s Permanent Anti-Corruption Unit moved in for an unprecedented raid, searching for documents to prove allegations of fraud, misrepresentation and abuse of trust.
At that precise moment, other anticorruption officers were raiding six Montreal borough halls, as well as the headquarters of the former ruling party in the city, Union Montreal. The operations were all part of a sprawling multiyear investigation into illegal party funding that has rocked the city establishment, already claiming one mayor’s head and making his replacement very uncomfortable just months into the job.  Link
Montreal Bakery faces extortion

It's not a big story, but it's interesting because it's being reported in a Lebanese newspaper. Over here, not a peep in the press about a baker who is facing demands from a Black street gang to pay up 'protection' money, or face the consequences.
Instead of paying the Lebanese immigrant has adopted a bullet proof vest and has installed security measures.

Language Cops humiliate themselves again...then backtrack

OQLF.....Pizza is OK as a French word, but not Pasta
The latest transgression in Quebec's language wars involves an Italian restaurant that serves pasta.
According to restaurant owner Massimo Lecas, the Office Quebecois de la langue francaise has determined that pasta is not a French word, and its appearance on a menu without an adequate translation violates Quebec's Language Charter.
Lecas, the owner of Buonanotte on St. Laurent Blvd., told reporters that his restaurant was visited by an OQLF inspector on Sept. 5, 2012, who told him there had been complaints about the menu....

Many items on the menu at Buonanotte have names in Italian, but the descriptions are in French, and this week Lecas learned that is just not good enough to comply with the Charter.
In a letter delivered on Tuesday, the OQLF pointed out a host of infractions from writing 'bottiglia' instead of 'bouteille' on the wine list, listing squid under the word 'calamari' and using the Italian word for meatballs.....

Brit & Chips on Cote-des-Neiges Rd., which serves typical English pub food including fish and chips, told CTV Montreal it too had been asked to change its menu listings in English and remove other terms incomprehensible to unilingual francophones such as the word "Gents" on a washroom door.
The OQLF also told owner Toby Lyle that his sign out front should indicate -- in French -- that it is a restaurant.
Lyle said he will comply with those requirements but he is challenging a demand to remove a sign saying "Fish & Chips" from the restaurant's front window, and replace it with one saying "poisson frit et frites"
"I can't comply with this because it will literally kill my business," said Lyle. Read the story and watch a video report

Realizing that the story is going to go viral, the PQ government and the OQLF tried to get ahead of the story, but the press releases probably did more harm than good.

The minister responsible for the OQLF, Diane DeCourcy said in her press release that she has full confidence in the OQLF and agrees with their position vis-a-vis the restaurants.
Perhaps it was Opposite Day when she said let loose this beauty;
"In all the issues surrounding language, judgment and moderation must be what guides us." Link{fr}

Then in another pres release the minister demanded that people stop using derogatory terms like 'political police'  to describe the OQLF, calling out a Liberal member of the National Assembly for using the term. Link{fr}
#pastagate...  21% approval rating

In the end someone higher up whispered some sweet nothings into the ear of the boss of the OQLF and ordered her to defuse the situation. That someone recognized the brewing political disaster and humiliation.  (Pauline?)

In a new press release, the OQLF said that perhaps it was over-zealous in pursuing the restaurant about the amount of Italian on the menu.
How about this gobbledygook;

"The Office will consider the peculiarities of the restaurant, taking particular account of the exception relating to foreign specialties, prescribed by regulation." Link{fr}          Story about the OQLF backing down

Yesterday, the chief witch of the OQLF Louise Marchand gave an extensive interview on television claiming that it was all a misunderstanding, an over-zealous employee and that all has been repaired.
Mario Dumont, the interviewer, asked sarcastically if it was the publicity that humiliated the OQLF into backtracking.

In other OQLF follies, the government agency made the city of Montreal removed safety signs from Montreal parks because the according to the agency, the signs were illegal because they were in English.
Now the law provides that signs dealing with health safety can be posted in English, but in this case ruled that the signs were 'preventative' .

Justin Trudeau drives separatists bonkers

"Speaking in Quebec on Tuesday, Liberal leadership candidate Justin Trudeau declared that “at least” two thirds of Quebecers would need to approve of secession before the federal government would be obliged to take notice.
“If we are going to change the Canadian constitution and the state of our country so profoundly, it should at least require the same level as that required to change the constitution of the New Democratic Party, which is two-thirds” said Mr. Trudeau as quoted in French by La Presse.
The statement, made before a crowd of about 100 students at McGill University, was a jab at NDP leader Thomas Mulcair, whose party recently tabled a private member’s bill to amend the Clarity Act, a Chretien-era piece of legislation mandating that a clear majority of Quebecers need to approve of secession before the federal government is obligated to set out terms." Read the rest of the story

Readers, if vigile.net  ran a poll as to the most hated politician in Canada is, Justin Trudeau would win hands down.
He represents everything that separatists hate, plus he is one of them, a francophone Quebecer seen as their very own version of Benedict Arnold.
With his pronouncement in regards to the two-thirds majority, he reopens one of the touchiest issues that separatists face, something that they thought had been settled.
Like a bandaid being ripped off an unhealed wound, all they can muster is a loud 'OUCH!'

In an article in the Journal de Montreal, the newspaper just hisses venom, it's headline "Justin Trudeau admits he's a millionaire" speaks volumes about Quebecers' perception of success. Link{fr}

Hundreds protest against PQ's French language policies

"About 200 protesters blocked a downtown street outside the Montreal offices of the Quebec Premier Pauline Marois on Sunday afternoon demanding her government rescind its new language legislation.
Some protesters went so far as to threaten to withhold their taxes if language restrictions aren't eased in Quebec.
The PQ's Bill 14, which is at the debate stage in Quebec's legislature, seeks to strengthen the province's French-language requirements, including for businesses, schools and individuals.
The protest was organized by two English-language rights groups, Put Back the Flag, and The Unity Group" Read the rest of the story

Although the numbers were rather modest, the protest seemed to strike a cord in the French press which strangely devoted a lot of ink to the smallish demonstration.
In fact, much to my surprise, some were frightened by the rise of the 'angryphones'

In an opinion piece entitled : "The Equality party in Power," the author wrote;
"Given that Jim Kalafatidis and his flock had no trouble getting PLQ and CAQ  to maintain the maple leaf in the Blue Room of the National Assembly, it seems that Bill 14 is indeed stillborn. This leads to the conclusion that although Pauline Marois leads PQ government, this party is not really in power. On the other hand, the Equality Party ... " Link{Fr}

Interesting letter to editor

"Despite protests from academia and medicine, the PQ seems to be staying the course with its cuts of $ 10 million in medical research. Yet this is an area of activity that is important and that should be prioritized even in difficult times. In addition to the lives that could saved, the industry will retain our greatest minds, who will be otherwise forced into exile if the funds are not available.
However, the Office québécois de la French (OLF) has a budget of $20 million. Will someone explain to me why the PQ is more afraid of
Anglos than cancer! "  Link{fr}

  1. If this nobody, Justin Trudeau, becomes leader of the Liberal Party of Canada or -- heavens forbid! -- Prime Minister, I can think of nothing more helpful to actually bringing Quebec to sovereignty.

He is a nobody with no moral fibre. I can't even imagine how he became an MP.

And let's not forget he is a big supporter of the race law/hate law Bill 101.

    Please go away, Justin Trudeau.

I don't really care where the capital is -- Quebec City or Ottawa -- I just want my rights back...and I happen to think that will happen for both anglos and francos in an independent Quebec faster than it will happen within a Quebec within Canada.

My post in terms of Justin and separation was more of an observation: if he is seen by federalists as "good" for Canada, I think he will turn out to be quite the opposite.

Yannick, I've never felt Tony to be any kind of Guru on politics. I disagree with most things he writes. How casually he throws out words like the nobody Justn Trudeau. Trudeau is not at the choice of people from coast to coast without good reason.
The most important thing that Tony ignores is that Trudeau IS the choice of people from coast to coast. That hardly makes him a nobody.. We are small minded people when we let our personal likes decide what is right for the majority. Knowing that Justin has an exellent chance of ousting Harper is common sense enough to support him.

What are the reasons why he is right for the country, Ed? And the fact that "Justin has an excellent chance of ousting Harper" is not a reason, so please don't resort to that again.

Care to elaborate in which implausible scenario you see this happening in? The only reason chunks of the original Bill 101 have been tempered was because of the Canadian charter of rights and freedoms, no Canada, no charter, nothing to stop the laws. It'll be the inmates running the asylum.

    7. I'd say it might happen if all the Anglos & federalists left Quebec following the decision to separate, however Quebec would still need immigrants to deal with the declining birth rate and the population dip due to the exodus, so the laws would still need to be in place for these new arrivals.

I just really don't see it happening, it's either going to be a slow erosion of rights under the Liberal (slower) and PQ (faster) governments within Canada or very quick stripping of further rights outside of Canada. The only way I see that this will reverse is if hard nationalists come to the realization that Quebec is not that different from the rest of Canada, especially compared to the rest of the world. However I don't see this happening any time soon as much like part of Canada's identity comes from "not being Americans" these people see part of the Quebec identity as "not being Canadians". Which is a shame as Tim Hortons are everywhere in Quebec, and Poutine is served across the country, so clearly we share some things in common...namely the love of food that will slowly kill us through heart attacks :P.

I hope he keeps on doing it rather than giving them any more power or money. I don't trust anyone else to do that so I'm fine with his being PM. Just imagine idiot Mulcair in there - 50+1 promoter plus catering to the separatists for more power in communication and other areas that would choke us off further from the real world. Please world, spare us that at least!

    9. Harper will take a chance at anything to get a vote. Declaring the "Quebecois" a nation officially, was a test to see how that would play out in the Quebec seat count. There is no Federal political party that is ready to trade the possible minority influenced 20 seats vs the rest of Quebec where there are more spoils in seat terms. While there is talk about Pierre Trudeau not doing anything about bill 101 before 1982, there was also the short lived government of Joe Clark and the Supreme court of Canada that did nothing either. IN Quebec the Minorities like before are still on their own.

Though I do think that the minorities are in a better position to leverage today then in the 1970s because of the demographic changes that happened in the Montreal area.

Also embarrassing for the feds for doing absolutely nothing about it. I've said before and I'll say it again - amend the GD constitution to stop these abuses. quebec ignores the constitution anyway and if I'm correct, doesn't it only take 9 of the provinces to approve an amendment? They are still a part of Canada and should have to follow the rule of law and if the law is vague then change the damn thing so that there is no doubt. Take the "language" part totally out of it and amend it to stop the devils. If they don't like it, then we can get down to partitioning the place and get this over with. A whole lifetime has been wasted on these fanatics and we have to find a way to end it.

    1. One of the ideas being floated on the Facebook pages that the organisers of the recent Bill 14 rally are discussing (and this also addresses your earlier post about international publicity) is to inform small business owners of the power of video and youtube.

Virtually everyone today is armed with a video camera...in our smart phones. The idea is when the language police visit one's premises that the entire visit be video-taped, with the audio of the store owner demanding to know who the person is, what his name is, which office of the Quebec government he represents and what law he is violating and what the alleged infraction is.

Tongue-troopers are so ridiculous and their investigations so silly that immediately posting these visits on youtube will, I contend, put the whole process in the bad light it obviously is in, publicize Quebec negatively internationally, and, as a result, very quickly dismantle the whole thing.

I think that is the #1 reason why Quebec's very successful formula of "blackmail" (practiced by both the PQ and Liberals to perfection over the past 40 years) has reaped so many "benefits" for Quebec; that is, booty (to use Robert Bourassa's term) from Canada.

ROC knows, implicitly, that Canada is basically over without Quebec. A house divided in its middle cannot stand and would quickly succumb to the U.S. or disintegrate into its parts (provinces and regions).

The untold reality (one that apparently the Canadian powers that be dare not speak) is that Quebec would very quickly sober up if its bluff was called and would re-enter the Canadian family faster than you could say "partition" at that point. But ROC is SO afraid of its own shadow in this regard that no one is willing to go down that road.

But we may get to that point very quickly if the people I talk to out here in Vancouver are any indication. People are, simply, fed up with Quebec and their whining. I can't tell you how many times I've heard that sentiment expressed by the most ordinary of Canadians across the entire political spectrum, inevitably followed by the line "...and don't slam the door on the way out."

People...this is an absolute gift!! We should not back off with this, we should keep it in the news and in circulation as much as possible...and we should grow limbs from this...now that they are no longer under the radar, we need to strike with a vengeance...keep the @quebecpasta alive and well, and keep tweeting. It has to get so uncomfortable for them, that they run for cover to keep a low profile for a long time.

This is just the beginning. When laws are abusive and criminal, sooner or later they are bound to collapse. 40 yrs is enough of this f...abuse, and now that the world is waking up to it, we need to strike while the iron is hot...keep talking about it, keep telling the story....PASTA PASTA PASTA...sooner or later the PASTA CHASERS will be on the unemployment line!!

Flooding the OQLF with access to information requests will not work as long as the requests are identical. IMHO, better flood the OQLF with complaints. For instance, about pasta. Or anything as stupid as a parrot speaking English. Complain about the pasta found in hardcore separatist Frenchy stores with a very valid OQLF certificate. i see. assuming the initial budgets were also worth twenty millions of today's dollars, right? big assumption.

still. 0.03% of the yearly quebec money to enforce bill 101 is not that much in my humble opinion. and i think oqlf did more than translate chow mein since 1961.

but i understand your strategy: stretch the amount of dollars to the max, and deny any achievements. who do you think this kind of bad argument will work on, mate?

and tell me why you think busting bad arguments is pointless.

"What would you say the OQLF's top achievements are? And how have they helped the average francophone?"

i think le grand dictionnaire terminologique is a great achievement. so is la banque de dépannage linguistique. and of course the enforcement of bill 101.

how have these things helped? well translations tools are just plain useful, in my humble opinion. and i believe bill 101 slows down the rate of assimilation of french canadians to north american dominant currents. it helps in keeping quebec society distinct, which is also good.

    14. @student,

Well... from the point of view of an European, apart from the joual and the whining, quebec society is not that different from the rest of North-America. Qc is as North-American as it can be; just because you say you're different, it doesn't make you different.

      Delete
    15. @ts

interesting response mate. you want to deny quebec's difference but you can't.

by denigrating the local variant of french used in quebec you try to minimize the power of a language as a cultural vehicule. but it does not work with me. and i wouldn't think it even works with you, as you do not seem to be too bad of a moron.

then the whining. you probably mean the non-stop debating with the rest of canada about many things. you "whine" when you disagree. and you disagree when you don't share the values being promoted. hence a second way to underline quebec's distinctiveness, thank you very much.

so you didn't know but you had all the answers already! you just needed a dash of good faith on them to make them shine.

“French culture” more sarcasm or did you mean ‘White French Canadian Roman Catholic Quebecer”, this culture has been going down the toilet since BouBou brought in bill 22,strange adults interrogating 4&5year olds to hear if they could speak English(Ed that’ 1974 & liberal, liberal, with all due respect, get a life. Oh! forgot you are off to do your good deed, you are aware that the German guy went to church ) then the famous bill 101 and now #pastegate. Next on the agenda ‘THOUGHT POLICE”. Adski’s elitist are making it very difficult to be a proud Quebecer especially when the world is laughing at you. It would be extremely difficult after the T shirts hit the market to be a PROUD QUEBECER but would you want to be???

    2. FROM ED
Geez w.a.c., What German guy are you talking about? Are you referring to pastagate? are you saying we should wear T shirts with the word 'PASTE' on them? Bourassa was a smart man. He was trying to quell the francophones who were stirred up by the FLQ. They were threatening trouble at the '76 Olympics. The Olympic committee was going to drop Montreal as a site but
Bourassa saved it. He was not dealing with pots and pans in the street. He was dealing with murder and mayhem. The Protestant School Commission complained they were being flooded with French children whose parents wanted them to learn English. The strange adults you speak of were teachers judging whether a child understood enough English to learn in his or her class. They were not prepared for French immersion back then.
I've got a good life and when I post it's factual. The world would be laughing if we wore T shirts with the word PASTE on them. I am a proud Quebecer and always will be. It's called Loyalty to God, family and fellow citizens. Ed

I would like to add something to that. They are also acutely aware of what a blog like this does. When exchanging comments people of like-minds feel that common sentiments are shared and a bond is created. When bonds are created, they strengthen and take a life of their own. The trolls are sh*tting in their pants because they fear where it will lead to, and feel extremely threatened by it. Just by the fact that some of them practically live here because they have to monitor and then make comments to distort what has been said, or try and belittle the impact from comments posted, speaks volumes of just how afraid they really are. After 40 years of stamping out everything “English”, and darn nearly succeeding, they are as fearful today as they were 40 years ago. This entire time, this entire journey they’ve undertaken has brought them no sense of peace, no sense of reassurance, and still, no sense of real identity. The rest of us know who we are, and don’t need to shove it down anyone’s throat. We have our own cultures and traditions that we belong to and honor. But they still have no faith in their own. Worst, they’ve lost complete perspective. I come back to this PASTA blunder, because it is the best example and highly indicative of just how distorted their perception of things has become. After 40 years, they’ve accomplished sweet – f...alll! And most ludicrous of all, is that they fancy once a nation, suddenly everything will change.

      PS: it won’t.

To the ROC that read this blog, do not forget that at least 65% of us are with you and we hate the separatists probably more than you do. Our problem is that we do not have a provincial federalist party here behind which we can throw our support so we have to count on a closet separatist party to protect us from the worst of the bunch. Hopefully, we will soon have another party (or two) that we can turn our votes to and get us out from under the umbrella that these separatists have us trapped.

The English are feeling the pinch in relation to recent terrorist threats
and have therefore raised their security level from "Miffed" to "Peeved."

Soon, though, security levels may be raised yet again to "Irritated" or
even "A Bit Cross." The English have not been "A Bit Cross" since the
blitz in 1940 when tea supplies nearly ran out. Terrorists have been
re-categorized from "Tiresome" to "A Bloody Nuisance." The last time the
British issued a "Bloody Nuisance" warning level was in 1588, when
    threatened by the Spanish Armada.

The Scots have raised their threat level from "Pissed Off" to "Let's get
the Bastards." They don't have any other levels. This is the reason they
have been used on the front line of the British army for the last 300
    years.
The French government announced yesterday that it has raised its terror
alert level from "Run" to "Hide." The only two higher levels in France are
"Collaborate" and "Surrender." The rise was precipitated by a recent fire
that destroyed France's white flag factory, effectively paralyzing the
    country's military capability.

Italy has increased the alert level from "Shout Loudly and Excitedly" to
"Elaborate Military Posturing." Two more levels remain: "Ineffective
    Combat Operations" and "Change Sides."

The Germans have increased their alert state from "Disdainful Arrogance"
to "Dress in Uniform and Sing Marching Songs." They also have two higher
levels: "Invade a Neighbor" and "Lose."

Belgians, on the other hand, are all on holiday as usual; the only threat
they are worried about is NATO pulling out of Brussels .

The Spanish are all excited to see their new submarines ready to deploy.
These beautifully designed subs have glass bottoms so the new Spanish navy
can get a really good look at the old Spanish navy.

Australia , meanwhile, has raised its security level from "No worries" to
"She'll be alright, Mate." Three more escalation levels remain: "Crikey!",
"I think we'll need to cancel the barbie this weekend", and "The barbie is
    cancelled."

French armed forces today are about the best fit, led, trained and equipped militaries right now. Not to mention they could kick our butts. However their only big gap now is that they really need strategic airlifters which may come sooner than later if the A-400M is delayed further.

French overseas territories are considered part of France proper, or non mainland provinces. I never said that the French Foreign legion didn't have french officers, but since the lower ranks usually take the majority of casualties in any conflict, its convenient for political reasons to have non French citizens take the majority of casualties.

IF the United States created its own foreign legion during the Vietnam war, they could have had the same number of soldiers in Vietnam as they did in the peak strength in 1969 up to 1973 and even transferred the legions control with financing and supplies to South Vietnam. It would have helped with a more phased withdrawal and still and helped the dissatisfaction and protests domestically against he war.

    2. I have to admit France made errors that seem ridiculous now. Some of what they had set out to accomplish weren't that ridiculous. The maginot line if it was completed fully would have slowed, delayed and maybe even stopped the German blitzkreig. Their were german sections of line on both the eastern and western fronts that didn't surrender until the complete german surrender in 1945.

The French strategy of having Dien Bien Phu of having built a base in the valley surrounded by high ground, was to get viet minh forces out in the open so they could be destroyed by French Air power and artillery. Unfortunately for the French despite massive American Air logistical support, they still failed. The vietminh went on the supposedly impossible high ground and set up artillery and mortars that rained down on the support bases around Dien Bien Phu airbase and overran them one by one. at the same time crippling the runways for resupply. Despite Airdrop the supplies coming in (due to alot of it falling in viet minh controlled territory) was not sufficient and eventually the main base fell. 14 years later on the other the United States proved the French strategy in Dien Bien Phu could be implemented when they succesfully defended Khe Sanh, which was also in a valley.

On the other hand, I think read that the French lost the battle for Quebec because they though that some cliffs were so shear that he brits would never attack from there. Supposedly they posted no guards and/or the few sentries they did post fell asleep?

  27. I am - and I would think most people are - under the assumption that the ultimate goal of the separatist movement is the independence of Quebec. That is, Quebec to be an independent and sovereign country.

To be truly independent and sovereign, a country not only needs to have complete control to its internal elements but also needs to have recognition from other independent countries. In terms of the political, economic, social and cultural standings in the world, a country like Canada needs recognition from major industrial powers in the world. If Quebec is to be declared independent, I would think that recognition from OECD, G-20, OAS countries is needed.

The fact is, it may not be that difficult to declare one's independence. However without recognition that declaration may not go anywhere. Just look at Abkhazia, South Ossetia, Western Sahara and Nagorno-Karabakh.

The point of my long intro is, with all the shenanigans that they are pulling, does the separatist group with the PQ at the forefront really want Quebec to be independent? What country would be willing to recognize Quebec knowing what actions the "new country" does to part of its population? The world is getting smaller - so they say. News from Quebec gets all around the world quickly. Just like the Editor pointed out, the Pastagate gets traction internationally. Do they think leaders of world power will happily recognize a country like this?

"Actually who would recognize a newly independant quebec?"

very badly formulated question. if it's independant it's because it will already have been recognized by other countries.

"My first guess is to look at who does not really like Canada at this time."

and mine is to look at who likes democracy at this time.

"Or how about a country that is in an economic battle, ..."

every country is in an economic battle un gars.

"...such as Brazil, or other BRIC members?"

yeah sure. i agree with you these guys should recognize quebec if it votes for independance. and france and canada. in canada's case it's actually a given if everything happens following clarity act. global recognition should unfold quickly after these two confirm their support. in my humble opinion of course.

      Delete
    3. Why are we talking about recognition of independance? There is no referendum, no yes vote, and no separation.

Even if 50% + 475 voted yes, nothing would happen. A referendum is nothing more than a giant opinion poll - it has no legal consequences. A province cannot hold a vote on changing the international boundries of a country.

If it were so simple to hold a winning referendum and declare yourself a country, Jacques Parizeau would have done it in 1995. Instead of resigning on October 30, 1995, he would have simply declared another referendum for November 30, 1995. If that one were lost, he would have held another one until he got to 50 % + 1.

Like I have stated in previous posts, the most the separatists will ever accomplish has already occured. Unfortunately all Quebecers are suffering as a consequence. Montreal is no longer the biggest city in Canada, no longer has much influence, and has to deal with overall sub-par performance. I still love this place and have no intention of leaving because I clearly sense we are near the end of this madness. Most people I deal with (Franco Quebecers) tell me every day how they find our whole situation so ridiculous. To me that's a clear sign things are headed in the right direction.

Hang in there and be positive - things will end well.

I hope the CAQ have caught on that we've had it up to our necks with this nasty separatist agenda of pitting citizens against citizens all the time. We are nothing but pawns in their chess game and all they care about is the next election - all of them, the liberals included. We need some strong representation in the National Assembly that can make things right again and we'd better be ready to back them when they come to be. Other than that, this nonsense will go on for another 40 years and I'm certain there are a lot of soft nationalists that have come to our way of thinking. Demographics in Quebec are changing. Quebec's population is becoming much more international due to immigration and a low birth rate. These immigrants, in a very high percentage, laugh at separatists. Additionally, younger people are more exposed to the world via social media and the Internet. The best cure to the separatists disease is to see what's going on outside Quebec(istan).

I saw that article today. What`s most interesting about it are the comments. Most of them are from francophones who have FINALLY realized how petty the OQLF is with their harassment of businesses and wasting of tax-payer money on illegal words in the workplace, words such as "Start" or "On/Off".

      Here is a good example:

...Elle nuit à l'image du Québec et fait passer les Québécois pour des gens bornés, étroits d'esprit et racistes envers les anglophones. Est-ce vraiment ce genre d'activité qui protégera notre langue? C'est tout à fait ridicule, nous allons devenir la risée de toute la planète avec ce genre d'histoire inusitée et farfelue.

    5. Here's a video from Sun News (Quebecor property). The first part is about Pastagate but the second part gets emotional as the reporter speaks of his own experience with the language cops when he was a kid living in Montreal. It takes about 10 minutes.

    6. Yes Laurie - I just read it and the comments underneath were outright against all this nonsense as much as we are. Get a grip you crazy people - everyone is totally embarrassed by all this publicity as if everyone is in Kindergarten and have to be told how to act, how to speak and what to speak. Boy - it has to end. As one businessman was saying, to buy products from anywhere else now is two to three times as expensive because of the insistence of putting Stop in french instead of english. We are paying for this people right out of our pocketbooks along with the language cops and all the stupid taxes we pay and then have to pay our retailers up to twice as much more for products than anywhere else in Canada or North America. It's no wonder we're broke.

    1. It's the typical - Only quebec feels justified to protect "their" land - these people feel the same way and, I guess, have every right to do so. Don't know how I would feel if it were my land. I guess I don't find "towers" that much of a big deal but these people seem to. In the end I'm sure a lot of money will be made no matter how it turns out. Some say they won't sell out but money is pretty persuasive as an argument to most people.

    2. There isn't much science to back it up but some people are concerned about the potentially negative health effects from electrical power transmission lines. They're also very ugly. Several wilderness lakes that I used to fish in the Laurentians had the James Bay power lines built right beside them and it definitely detracted from their beauty. I didn't have the heart to visit them anymore after the Hydro Quebec lines went in.

      Delete
    3. That's sad but I guess we have to find ways to transmit power and oil or how will we survive especially with the winters we have? I presume it would be too expense to put them underground. I don't have a solution either so there it is.

    2. I dont know who is more annoying..ED or Un GARS. Both of you give it a rest. ED with your nostalgia about how great life was in the 1940s through 60s when the anglos ruled the world and your propoganda about how great england is. And then there is the bitter young ex-Quebecer who loves to come on here and tell us how pathetic Quebec is and how its going down the drain. Seriously UN GARS is this a hobby of yours?? You arent contributing anything worthwhile..we know Quebec has tons of problems..the editor does a great job of informing us. We know Quebec will be bankrupt in 5-10 years at the current rate..we know the PQ are a scary racist xenophoboc party. I also lived in Calgary for 4 years and I know its wealthy place where yuppies flourish..however the poor and homeless are often ignored. All I heard incessantly from everyone in Calgary was taxes are too high and how much money they made and this was in the 1990s..it must be even worse now. At some point Calgary will fall on its face. Plus Un GARs we are not all like you single and young..hence we cant just pack up and leave easily so cut us a little slack here.

ED..you are stuck in a time warp like most older anglos here. Your unwavering support for an incredibly corrupt and incompetent party is a big reason why we have so many problems in this province. Its not just the PQ who have mismanaged our finances and infrastructure in this province..the Liberals are equally responsible and your generations continued support for them essentially offers us no hope.
I know you all think I am some sort of CAQ promoter..I have no ties to the CAQ..but I consider myself a pragmatic realist. I have lived in Quebec for 12 years and have seen both the Liberals and PQ totally mismanage affairs..directly or indirectly allow corruption to infest all levels of government. Both parties have let the infrastructure crumble..both parties have done nothing to make this a province people want to invest it..both have done nothing to help the anglophone community. I am not sure which party is worse..and I am serious..the PQ with their xenophobic anti-english undertones or the arrogance and indifference and incompetence of the Liberal party.

Hence I look for another viable alternative to run this province. The CAQ is the only other party that has any hope of winning an election here..you cant argue with me about that. The CAQ main platform is about cutting waste, lowering taxes, stopping corruption, taking on the unions and essentially become more pro-business. And they promise not to talk about seperation issues for 10 years. Sorry but if we really want any hope of change I have to support a third party. Yes they are untested..yes they could end up being a failure but we are basically out of time and both the Liberals and the PQ have had more than enough time to prove they can run things and they have both utterly failed..and anyone who says otherwise is completely delusional.

The Equality party is another idea that will have no impact on anything as the most we can hope for is perhaps 2 seats and that would almost take a miracle. Francophones will either be angered by the equality party of laugh at it. A whopping 300 people showed up for the protest last weekend and this blog and some english media sites hype it up as if 100,000 people were there. Its pathetic and it shows you that in the end most anglos really done care and are not willing to become involved. So while most of you continue to spin yarns and tales I continue to be a pragmatic and I see the CAQ as the only option that might change things in this province. Otherwise the decline continues until the inevitable crisis.

    3. Come on guys - we have to use our energy and our discussions to talk about stopping Bill 14 - this is what we should be taking action on and not worrying about the next election whenever - there will be lots of time to discuss that when one is called and we'll see about the Equality Party at that time - never mind with the comments of two seats - you don't know that complicated - there are many, many people talking on line of how they've had enough of separatists - period - so they are waiting for a new party to vote for. Why do you think it has to be the CAQ? They are new also - one election under their belts - that's it, that's all. Nothing proven yet but they've all been around awhile so what makes you think these guys are squeaky clean? The Equality Party, with the right platform concerning the economy and re-instating this province's rights and freedoms to move past this on-going, never ending, debate could be just what we need right now. I will take a new party with the right platform over a separatist party anytime, anywhere - and Ed - don't bother please - I don't need you to tell me what Dr. Couillard said and to interpret for me - I have all my wits about me and don't need someone to interpret what anyone is saying for me - thanks anyway.

"Diane de Courcy acknowledged that 13 countries reported on the story about an inspector with Quebec's language office, the OQLF, who told a Montreal restaurant owner that the menu was too Italian because it didn't contain the French translation for the word "pasta."

After heavy public criticism and embarrassing international attention, the OQLF relented and admitted its inspector showed "an excess of zeal."

    2. Don Macpherson published an article defending the language police, saying that he’s not sure that “overzealous” enforcement of the language law is to blame for the Italian menu affair, but rather the law itself. Make sure to click on Buonanotte’s menu link to actually see the offensive menu that the OQLF found so threatening to French… you won’t believe it!

Don Macpherson: OQLF’s pasta police obeyed the letter of the law

MONTREAL - So the “language police” have made the embarrassing case of the Italian menu disappear. They’ve admitted to being “overzealous” in ordering the Montreal restaurant Buonanotte to add French equivalents to the Italian names of the dishes on its menu. So it was all just another misinterpretation of Bill 101 by the people who are supposed to know it best: the civil servants at the Office québécois de la langue française. Nothing more to see here. Everybody move along.

      Not so fast.

I’m not convinced that the OQLF did misinterpret Bill 101 in the first place. So I’m not convinced that the OQLF should be blamed instead of the language law itself.

The OQLF, under pressure for some time to enforce the law more strictly and in response to a complaint from an individual about the restaurant’s menu, found what appear to be several clear violations of the Charter of the French Language — Bill 101. That is, the names of the dishes appeared on the menu in Italian only, even though the dishes were also described in French.

The point here is not that the names should be illegal, but that in Quebec, they are. Section 51 of the law says that “every inscription on a product … must be drafted in French … (and) this rule applies also to menus.” That seems pretty clear to me. It also seemed pretty clear to the unidentified civil servant at the OQLF who is trained to interpret the law, and who handled the complaint about the menu. And it seemed pretty clear to the spokesman for the OQLF, Martin Bergeron, when he justified its actions to me shortly before noon on Wednesday.
Slightly more than seven hours later, however, it was apparently no longer clear at all, at least to the OQLF. That’s when it issued the news release in which it admitted its “overzealousness” and said it had discovered an “exception relative to foreign specialties, provided for by regulation.” The next day, OQLF spokesman Bergeron referred me to a regulation adopted under Bill 101 that contains exceptions to Section 51 of the language law. He referred to Section 7 of the regulation, which lists “inscriptions on a product” that “may be exclusively in a language other than French,” including “the denomination of an exotic product or foreign specialty.” And he referred to Section 1, which says those exceptions also apply to packaging and material included with the product. The wording in Section 1 of the regulation is similar to that of Section 51 of the law — except that it doesn’t mention menus.

I asked Bergeron why menus are specifically mentioned in the law, but not in the regulation. “Good question,” he said. But he didn’t have an answer. So the OQLF’s interpretation of the regulation to cover menus looks to me like a stretch.
