Loto Quebec Owes Answers Regarding Insider Fraud

Loto-Quebec has been strangely silent in view of the insider winner scandal that brewed in Ontario last year. Perhaps they consider the problem unique to Ontario, but more likely are afraid of opening a Pandora's box. Their silence in regard to the problem is scandalous.

It
seems that Ontario's Ombudsman Andre Marin, blew the whistle on insider fraud and theft in 2007, at the Ontario Lottery and Gaming. Loto retailers were cashing winning tickets at an extraordinary rate and fraud was the culprit. It appears that at least 198 million dollars was shifted away from legitimate winners by a variety of means.

How it can be done.

You hand your winning ticket to a retailer and he switches it for a loser and the machine says you are not a winner. Before the signature requirement to check your ticket it was easy to do. The 12.5 million dollar winner could not tell the O.L.G. where she purchased the ticket that generated the winning free ticket because she had not purchased it in the first place.The person who the retailer stole the ticket from went to the O.L.G. with all the correct information about the winning ticket but the lottery insiders paid out the 12.5 prize even when they knew the wrong person was claiming it. Since the O.L.G. audit only revealed the fraud and corruption in Ontario how many more insiders stole from the other 4 lottery corporations in Canada???????????????

Read the enlightening document prepared by the Ontario Ombusman entitled A Game of Trust

In light of the scandal, a big shakeup occurred at the OLG and strict measures are being implemented to combat fraud. Here's a link to see what the measures the OLG adopted.

Now if you think this problem is isolated to Ontario, think again. A CBC News investigation has uncovered that there are similar problems at the the Western Canada Lottery Corporation, where lottery clerks are actually claiming prizes at a disproportionately high rate. What about Loto Quebec? Cognizant of what is happening around the country, why haven't they undertaken a similar investigation. Do they believe that Quebec retailers are inherently more honest or are they afraid of what they will find?

Although they haven't investigated or admitted to the problem of insider fraud, Loto-Quebec has introduced new measures to reduce cheating. As of January 1, 2009, they have added a signature box to each ticket. For other safety measures refer to the related page on the Loto-Quebec site.

So tell us, Loto-Quebec, how much money have Quebeckers been defrauded of?

  1. About Lotto Quebe Scam. I was beginning to play Black Jack at one of Lotto Quebec Casinos. I had started only 15 minutes ago(so I was fresh and very awake and were in the morning ). I had two two (2 + 2) and the table a 6 (the worst card) so i divided and at the i took 14 in one and 20 in the second. The table made 22 (busted) but my gain was not shown in my account. I complain and they called two managers. The manager of lotto Quebec and the casino manager. The manager of the casino checked the system and they allegedly than the system didn't "showed what had happened. Only that the house had 22 (Bosted). This was enough for retourn my gain. But the manager of Lotto Quebec she had to see the cameras. I complain that they were no paper cards, it were digital and that was enough with what already showed the system (Bosted for the house) But she adopted an"iron" attitud. I replied to her that I couldn't do nothing more than denounce it in network. She came back and said she would make a copy of the camera and I showed to me. But she returned with an aggressive Bunzer and told me to accompany her to the video room. I agreed knowing that they couln't do anything with the video, because I knew wht it happe. (The house 22 -busted-) But logical the video was completely unreadable respet to the numbers. I argued that. Then she replied she could see it clearly, but in the original even better. Then I asked to see the original screen. She reply i couldn'access to that room. And I replied since it was going to report the case on the network, it was better she agree to show me the oiriginal screen in that's room. She reluctantly agreed. They escorted me again by the bunzer to thats room. And they showed me a bigger screen but just a computer screen. Only just bigger, but just a computer. Given the larger of the screen image. The definción even it was worse. I laughed, because she lied saying that on that screen the image numbers were even clearly visible. But she brazenly argued that she and others could see very clearly the numbers, and my glasses were useless. (I wear only for reading not for long) Then I said that I was an honest and balanced person and since I was going to denounce the case on the network i called two witnesses from among the clientele that tcuod testifie if the numbers were unreadable or not. In What they did not agree. I was already very careful of what Lotto-Quebec (the casino) is doing (with all these scams) to customers. Since i was d playing digital roulette. The wheel is real. But mark number are digital. On Screen Display) Last week the screen marked by it self ten dollars from my account to black diamond ( all black numbers) I thought It could have been my mistake, but it tried to the same a second time, bet i was aware and I deleted quickly and i moved to annther sceen. the bet quickly and I changed my screen. But it tried tdo to do the same in the new screen. . So I complained with my hand to the camera. And so I stopped playing digital roulette. Now comes the black Jack. Already the house have an advantage over the client, but do this tricks is totally unacceptable and fraudulent. So I stopped playing and I get a question. If this makes Lotto Queben in casinos. It will do something similar in lotteries? All Quebecers and every one have to ask themself you this question
